Internet access is a necessary attribute of modern reality. On the World Wide Web they watch movies, find the information they need, communicate with friends, and watch the lives of celebrities. If the problems are related to a malfunction in the signal line itself, then a call to the provider’s technical support service will solve all the problems. If the problem is with the network equipment or the user’s personal computer, then you will have to fix the problem yourself.

How to fix the problem

How to resolve the problem depends on what caused the 651 error.

Restarting the computer

A universal method that allows you to cope with most problems that arise, if they are not caused by more serious violations. You can simply activate the restart button or completely turn off the computer and turn on the power again. In both cases, the system will be loaded from the very beginning, and if the problem was untimely delivery of a signal about the health of the network card or router, then the message will no longer appear.

Reconfiguring the network connection

This method involves deleting the existing connection and running the Internet Connection Setup Wizard. Depending on your operating system configuration, the wizard's dialog boxes may differ slightly, but the essence remains the same. As a result, after rebooting the OS, a working connection will be created that will not disturb the user with an error message.

There are situations when the user’s computer is equipped with two network cards or can connect to the Internet in two ways: wired and wireless. Manipulations are performed in the Network and Sharing Center by changing adapter settings.

Checking the modem's functionality

This method will require another device capable of accessing the network. The modem is connected to it and they try to access the World Wide Web. If the error message no longer appears, then the problem is not at all with the router. If the system again classifies the connection failure as error 651, then you will have to call the provider’s specialists to replace or repair the unit.

Disabling the security system

In this case, it is necessary to disable not only the antivirus, but also the Windows firewall and firewall. If the connection is restored after this, you need to enable the security system and run a total anti-virus scan of your computer.

Reinstalling the operating system

Checking the correctness of the VPN server address

This option is used in cases where access to the network is through a proxy server. When you set a specific IP address in the settings, problems with accessing the network may occur. The appearance of an error indicates that the connection is functioning, but due to incorrectness of some parameters it cannot connect to the nearest server.

Checking sockets, cables and connections with a special tester

Interference in the signal path does not allow the device to connect to the network and causes error message 651. Having discovered a faulty element, replace it yourself or with the help of a specialist.

Adjusting registry settings

This solution to the problem is used in cases where the computer is running Windows 2003 and displays error 651 when manually installing the PPTP protocol, and error 800 when automatically detected. The procedure in this situation is as follows:

  1. Open the command line (Start/Run) and enter regedit.
  2. In the registry that opens, we sequentially go through the following path - HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Services/Tcpip/Parameters.
  3. We create a function of type DWORD, calling it EnableRSS and assigning the value 0 - it will disable ReceiveSide Scaling.
  4. Here we create the Disable TaskOffload parameter with the value 1 - if such a parameter already exists, then we check and adjust its value.
  5. Reboot the computer.

Thus, the occurrence of error message 651 when connecting to the Internet is associated with errors in the software or hardware for accessing the network. Understanding the mechanism by which such problems occur, you can try to solve this problem yourself by consistently performing the actions and manipulations suggested above. The solution options are presented in order of their complexity; in the absence of minimal knowledge about the operation of the modem and computer, it is wiser to seek help from the specialists of the provider or the nearest service center.

Any user, faced with a system error, and even more so when a connection failure occurs with error 651, experiences bewilderment and confusion, not understanding the procedure in such situations.

When the message “a modem or other communication device has reported an error” appears on the screen, careless operators and computer equipment manufacturers come to mind.

In fact, most errors can be fixed on your own and are not critical. To resolve an Internet connection failure with error 651, you need to carry out several simple operations with a preliminary determination of the cause.

You should know that error 651 in no way depends on the provider; any client of Rostelecom, Dom.ru, MTS, Intersvyaz and other providers can encounter a similar situation.

Why does the operating system report that the connection failed with error 651

Error message 651 appears if the modem (wi-fi adapter) is not working correctly or the connection to the provider’s server is broken.

The most common reasons are:

  • Physical connection failure (cable damage, connector broken, network card, modem faulty).
  • The operating system has incorrect settings for the network connection (possibly due to a system failure or user error).
  • Carrying out preventive maintenance on provider lines.

But the key, and most common, reason is incorrect user operations with system settings. This means that elimination is subject to the user himself.

Procedure to identify the cause

First, you should carry out a small diagnostic, which can already eliminate the error at this stage:

Restart your computer or laptop.

Turn off the power to the router or modem for 15 minutes. After a pause, turn on the device again, checking the connectors. You need to wait until the device boots up and enters normal operation.

Inspect the cable connecting the router/modem to the computer for damage. Pull the plug out of the network card connector and insert it back until it locks.

If you have 2-3 network cards with Ethernet connectors, it makes sense to check the operation of each by moving the plug and observing changes in the network status on the indicator located on the screen near the clock.

Check the connection to the router via Wi-Fi using a tablet or smartphone.

In Windows Device Manager, locate the network card, remove the device, and update the system configuration. If the network card is detected again, install the latest version of the drivers by downloading them from the manufacturer’s official website.

The modem reports error 651 with a whole cable

If you managed to connect to the Internet from other devices and access, for example, a page, you can already congratulate yourself: the router or modem works stably, and there are no restrictions from the operator.

To resolve a system error:

  • When connected via ADSL

If the LED indicator signals on the DSL device are stable, you need to look at the modem settings:

  • VPI/VCI parameters (for this you should contact the operator’s call center).
  • Bridge connection type.

Attention: error 651 may occur due to the fact that a cable connection is made between the router and modem and then a Wi-Fi network is created - you need to delete the connection. When transmitting information, these devices often use different protocols and can lead to conflicts.

  • At pppoe connection

If Win7 is installed:

— create a new connection. In the Control Panel, find the “Network and Internet” section and select “Network Connections”. Next, click “Create a new connection or network” - “Internet connection” - “PPPoE”. A form will open to enter your account information; usually you need to find it in your agreement with your Internet provider. When entering, you should pay attention to the layout and language used, because... The main reason for failures is the presence of erroneous characters in the login and password.

Update the raspppoe.sys file, which has the function of managing connections using this protocol. The file has the following location path “C:\Windows\System32\Drivers”. Open the folder, find the file, give it a different name. It is not recommended to delete; you can return the previous settings by reversing the renaming procedure. Copy the file of the same name into the selected folder, which can also be found on another computer (provided there is no error 651 on it either). Reboot the operating system and try connecting again.

Only in this case, if you were unable to resolve the connection failure with error 651 on your own, you should contact the technical support of your Internet provider and request a check or call a specialist.

Connection failure with error 651: fix in Windows 7,8,10

When connecting to the Internet via a high-speed connection using the PPPoE protocol on operating systems such as Windows 7/8/10, the user may experience error code 651. In Windows XP, this error was code 678, and in Windows Vista - code 815.

An error like this is usually associated with improper operation of equipment on the client or provider side. It may also appear due to incorrect operation of Windows services. It is worth noting that reinstalling Windows, which users often resort to in case of various kinds of “fatal” errors, in this case will not lead to a positive result and will not be justified. At the very least, you should first try to solve the problem in less radical ways.

Creating a new connection

The first thing you should do when you encounter error 651 in Windows 7/10 is to create a new Internet connection. This way you will eliminate possible errors in the operation of system services. But before you create it, you should restart your computer. Next, go to the “Control Panel”, open the “Network and Sharing Center” section and select the “Set up a new connection or network” item.

In the next step, select the desired connection type – High-speed (PPPoE).

We carefully enter your network access data - login and password. Upon completion of all actions, click the “Connect” button.

If the connection fails again and error 651 appears, then you should look for other causes of the problem.

Two network cards

There are situations when a computer has two network cards to which different networks are connected. For example, you have the Internet connected through one card, and your local home or intra-house network through another. In the case of two network cards, you should disconnect one of them and check the Internet connection.

Go again to the “Network and Sharing Center” and on the left side of the window open the “Change adapter settings” section.

Right-click on the local network connection that you want to disconnect, and select “Disconnect” from the context menu. After this, we try to connect to the Internet. If you do not know which adapter the Internet is connected to, then simply disconnect first one and then the other adapter. The appearance of error 651 after all the manipulations performed will indicate that the cause needs to be looked for elsewhere.

Error 651 occurs due to Windows 7/10 firewall

Often the cause of connection failure is a firewall - a special program that controls access to the network for various applications and services. The Windows firewall or firewall may be built into the antivirus program installed on your computer. In order to exclude the firewall as a possible culprit for error 651, it must be disabled.

First, deactivate the built-in firewall in Windows. To do this, go to the “Control Panel” and open the “Windows Firewall” section. On the left, click on the “Turn Windows Firewall on or off” menu. Set the switch to the “Disable” position everywhere and click the “OK” button.

If in the “Windows Firewall” section you see a warning message that control of the settings has been transferred to the antivirus program, then you will have to disable the firewall through the antivirus. In ESET Smart Security, to manage the firewall, you need to go to the Settings page.

After all the steps, we check whether our high-speed connection is working or not. If it fails again with error 651, move on.

Error 651 when connecting to the Internet via a router

At the next stage, we proceed to check the hardware for faults. First, disconnect and reconnect the network cable into the network card slot. The same must be done if you are using a router or router to access the network. We reconnect all the network cables on the router and restart it by turning off and then on again the power.

If the problem still persists, then go in and check the router settings. To do this, launch a browser (Internet Explorer, Opera, etc.) and enter in the address bar: 192.168.0.1 or 192.168.1.1. Next, if the device asks for a username and password, enter them (the factory login/password is indicated in the documentation for the router). After this, the router's web interface will open. Here you should open the Internet or WAN section. The router operating mode should be in the Bridge position so that you can start the Internet connection from the computer yourself. If the router is operating in a different mode, then error 651 will always appear.

Many routers and routers allow you to set up an automatic connection to the Internet in the router itself, without the need to create this connection on your computer. Step-by-step instructions for creating the same PPPoE connection should be given in the device manual. Below we have provided a snapshot of the TP-Link router interface demonstrating the creation of a connection. As you can see in the figure, to go to the desired page you need to select the WAN item in the “Network” section. Next, we simply enter the data provided by the provider, as if we were doing it in a Windows 7/10 environment.

Updating network card drivers

It would be a good idea to update the network card drivers by downloading the software suitable for the operating system you are using from the website of your board manufacturer. You can find out the model of the network card in the “Device Manager”, which opens through the “Control Panel”.

In the list of devices, find and expand the “Network adapters” section, the information you are interested in will be indicated there. For laptop owners, you will have to find a driver on the manufacturer’s website based on the model of the laptop itself, which is somewhat simpler.

Failure on the provider side

In a situation where everything works as it should, but Internet connection error 651 remains, you should look for problems on the provider’s side. Usually all you need to do is call support, describe your problem and ask them to check the line to your port. After some time you will be informed about the results of such a check. If it turns out that everything is fine on the telecom operator’s side, then you can ask their specialists to check the settings on your computer.

Solving the issue by reinstalling Windows 7/10

If possible, try creating a connection on another computer or laptop. If everything works out there and access to the Internet is successful, then the problem lies in the operating system itself and, most likely, you will have to reinstall Windows.

Before reinstalling, log into Windows in safe mode and download drivers. To do this, when you turn on the computer, even before the splash screen appears, you should press the F8 key, after which a window for selecting boot options will appear on the screen, where you can select the desired item. There is a possibility that in safe mode the connection will still be established, and after the next boot of the OS in normal mode, error 651 will disappear. If the attempt is unsuccessful, there are no options - you need to reinstall Windows.

Error 651 when connecting to the Internet means that it is impossible to connect to the World Wide Web.

Moreover, it can occur on a variety of systems, not only Windows 7. Even Linux and similar operating systems also have it, but it’s just called a little differently.

In any case, it would be useful to understand what this error means and how to fix it.

Simply put, error 651 means some kind of failure of the PPPoE protocol, which is used by the vast majority of providers today.

But finding the root of problems is often very problematic. Let's look at the most common causes of error 651.

Typically this error looks like this:

Reason #1. Physical connection

If your laptop or PC displays error 651, the first thing you need to do is check your RJ45 connector, that is, the tip of the wire through which the signal to connect to the Internet passes.

Specifically, it looks like this:

To do this, you need to remove it from the computer connector, inspect it for any dents or other types of damage, and simply blow it out so that all the dust flies out of it.

It happens that even the “extract and insert” procedure itself is enough to restore the connection to the Internet. The same can be done with the connector.

In addition, all visible wiring should be checked for any defects.

Often the reason why a signal cannot pass through can be because the wire is bent or because someone has placed something heavy on it.

Of course, you shouldn’t go up to the roof - if there are no defects on the visible part of the wire, move on to the next point.

Reason #2. Settings failed

If these methods do not help, you should pay attention to the security system that is installed on the computer.

Modem error 651 can also occur due to malfunctioning antivirus and firewall.

Reason #3. Security systems

To eliminate this cause, you need to disconnect all these systems and try to reconnect to the World Wide Web.

The first thing you need to do to try to fix the connection failure is your antivirus.

Everyone has their own antivirus, some don’t have one at all (which is not reasonable), so there is no single way to disable such a program. You need to look at the user manual.

But almost any antivirus has an exit function, which appears when you click on the antivirus icon in the quick launch panel. This is what it looks like for Kaspersky.

As for the firewall, if you have not installed any additional firewall other than the standard one that is found in all Windows, then disabling it will look like this:

  • Go to the “Start” menu, then select “Control Panel” (in Figure No. 7 it is highlighted with a green frame). After that, go to “System and Security”.

  • In the window that opens, select “Windows Firewall”.

  • In the window that opens, in the menu located on the left side, select “Turn Windows Firewall on or off.”

  • Check the box next to “Turn off Windows Firewall.”

After this, you should restart your computer. If it doesn’t help, move on to the next point.

Reason #4. TCP/IP problem

If the problem is really in the TCP/IP protocol, then error 651 may also occur when connecting to a router. As for how to eliminate it in this case, this is done in the following way:

  • Go to microsoft.com/kb/299357 and download a special program there to reset TCP/IP protocol settings. This is done very simply.
    After following the link, you need to scroll (scroll the mouse wheel) the page down and find two “Download” buttons there and if you have Windows 8.1, Windows 8, Windows RT, Windows 7, Windows Server 2012 R2, Windows Server 2012 or Windows Server 2008 installed R2, click on the first one.
    Accordingly, if there is some other system, go to the second one. The view of this window is shown in Figure 11.

  • After downloading, you just need to run it. The program will do everything itself. The user will only have to restart the computer.

If this does not help, the only option is a problem with the network card.

Reason #5. Network card

As for the network card, the problem may arise with its drivers - they may be out of date or not working correctly.

At least, this is the only problem that can be dealt with without the involvement of a specialist.

The network card may well fail completely. In any case, you should update the drivers.

To do this, go to the “Control Panel” again, there in the search bar (highlighted in red in the figure below) we write “Device Manager”.

After that we see a list of these dispatchers. We need the one next to which it says “Updating device drivers.” Click on it.

After opening the manager, you need to find the “Network adapters” item, select yours there by its name (there may be virtual ones), right-click on it and click on the inscription “Update drivers...”.

Error 651 Windows 8: How to fix it

Some Windows 8 users sometimes encounter unexpected error 651. Not knowing how to solve this problem, they often reinstall the OS.

The two main reasons for the message “Error 651: the modem or other communication device has reported an error” are problems on the provider’s side or incorrectly configured/failed settings on the user’s side. If the provider denies the problem, you will have to independently diagnose the cause and check the network settings.

The first step is to reboot the entire system: computer, router, router and try to establish the connection again. It is worth making sure that there is no work on the provider’s side and no mechanical damage to the cable in the apartment. Only if simple steps do not help, should you proceed to changing the network settings.

Fixing error 651 when connecting to the Internet:

Call your provider, check cables, reboot

If error 651 did not appear during the first setup of the Internet or equipment (new router, router), then you should not mess with the settings for no reason - they rarely go wrong on their own. It is enough to take a number of simple steps to eliminate the banal causes of the problem.

  1. Call your provider. If the Internet was working stably, and then a window with error message 651 began to appear, then this may be a temporary failure due to a line failure or technical work. Before you try to change the settings, you should call your provider’s hotline (Rostelecom, ByFly, Beeline, MGTS) and check the information. The error can only occur for those providers that use a PPPoE connection.
  2. Check the integrity of the wires. Error 651 does not depend on the version of Windows (7, 8, 10), nor on the provider, nor on the router model: it only reports that the communication device cannot establish a connection and displays an error. It would be a good idea to check that all cables are connected and that there are no mechanical damages on the wires or connectors.
  3. Reboot devices. You need to restart the router and computer, as well as the modem (if you have one). The router should be left turned off for a minute or two, and then simply plugged back into the network. Next, the computer will need another 1-2 minutes to set up the connection, after which you can repeat the connection and access the Internet.
  4. On first launch. If the message “Error 651: Your modem or other communication device has reported an error” appears during the initial Internet setup and first attempts to log into the network, the problem is caused by incorrect high-speed connection settings. Usually, users enter incorrect data when trying to set up the Internet on their own - for the vast majority of providers, all settings are set by a field specialist. Again, it’s enough to call the provider’s technical support so that they can check all the information on their part and tell you what data needs to be entered where to establish a connection.

You should also remember whether you have recently installed programs related to computer security (antiviruses, firewalls, third-party security systems). Such software can block unknown connections— it’s worth disabling the recently installed software and trying to connect again.

Separately, you should check the correct operation proxy-servers, VPN-programs and other software that encrypts and redirects network traffic. You should check that the VPN server settings are correct if the programs have been installed recently.

If your computer has two network cards installed, one of them should be disabled. It would be a good idea to update the drivers for the network card, as well as check for the presence of all the necessary system files in Windows using the “Start” -> Run -> enter command sfc /scannow and press Enter. The check will take a few minutes, after which the system will write whether everything is okay with the OS.

Disabling Receive Side Scaling and Offloading support

Error 651 when connecting to the Internet can occur due to the Receive Side Scaling and Offloading support parameters being enabled in the registry - to correct the situation, they need to be disabled. The problem most often appears on older versions of Windows, starting with Windows 2003, but can also occur on Windows 7 and 10.

With this error, if the PPTP protocol is specified manually, the system begins to display a window with error 651. If the protocol is detected automatically, an error with code 800 appears. The solution to the problem is to go to the Windows registry editor and disable the Receive Side Scaling and Offloading support parameters.

  1. Open menu Start, press Execute.
  2. In the window that appears, enter regedit and press Enter.
  3. On the left side of the window, find the registry branch HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters.
  4. In the right part of the window, right-click on the free space, select New -> DWORD Value.
  5. Name the parameter to be created EnableRSS and assign it a value 0 .
  6. Create another parameter with the name DisableTaskOffload and meaning 1 . If such a parameter is already in the section, you just need to change its value to one.

You must restart your computer for the changes to take effect. After a reboot, errors 651/800 should no longer appear while connecting to the network.

Error 651 when connecting via modem or router

If simple steps do not help, you will have to check your router settings and TCP/IP connection. In some cases, it is enough to reset the settings, restart the computer and create a new connection for the Internet to work normally.

If internet cable connected to router(your own or from your provider), and from the modem the cable goes to the computer or the router distributes the Internet via Wi-Fi, then on the computer in general no need to create a high-speed connection.

Modern modems (routers) have two operating modes:

  1. Router. In this mode, the equipment operates by default, and high-speed connection settings on the computer are not required. The router itself establishes a connection to the provider using the PPPoE protocol - just enter the connection data on the router settings page (in the browser 192.168.0.1, 192.168.0.0 or 192.168.1.1, depending on the model). If you try to create a high-speed PPPoE connection on your computer with this type of connection, a window with error 651 will appear - and correctly.
  2. Bridge. If you want to run the router in Bridge mode, then you need to switch it to the appropriate mode in the settings, and then create a high-speed connection on your computer. In practice, there is no point in running equipment in bridge mode - it does not provide any benefits to the average user. If the transparent bridge mode is not enabled, then creating a high-speed connection is pointless - the router will not let it through and will return error 651.

Thus, creating a new connection or changing its settings is only required if the Internet is connected directly via cable, without a modem. If there is a modem (router, Wi-Fi router), then settings are set there— look for instructions for setting up your router model or contact your provider for the necessary data.

The login and password for entering the address 192.168.0.1/192.168.1.1 are usually written on the back of the modem or router. Data for connecting to the Internet should be clarified with your service provider (may be written on the Internet connection agreement).

If you are sure that everything is connected correctly and should work, you should try resetting the network settings:

  1. Reset TCP/IP settings. IN Windows 7 and 8 you need to: run the Command Prompt as an administrator (Start->Run->cmd.exe), then enter two commands in turn. Enter first netsh winsock reset and press Enter, wait for the operation to complete. Then enter the second command netsh int ip reset c:\resetlog.txt, press Enter and wait for the procedure to complete. Restart your computer to save changes.
  2. IN Windows 10 To reset TCP/IP settings, you need to do the following: click Start, go to Options, open section Network and Internet, go to the tab State and find the button below Network reset. To restart a computer.

For ADSL modems it is important that the indicator Link or DSL lit steadily (did not go out/blink). It is also important to check with the provider’s technical support about the channel parameters used - VCI And VPI. If these settings are set incorrectly, the ADSL modem will return error 651.

After resetting the network settings, you need to create a new High-speed connection (PPPoE):

  1. Click the Start button, open Control Panel.
  2. Open the “Network and Internet” section, from there go to the “Network and Sharing Center”.
  3. In the “Change network settings” section, select “Create or configure a new connection or network.”
  4. In the “Select a connection option” window, select Internet connection(Setting up a broadband or dial-up Internet connection).
  5. Choose High speed (with PPPoE). Connection via DSL or cable, requiring a username and password.
  6. Next, you need to enter the username and password provided by your provider to access the Internet, enter the desired network name and allow/deny other users to use this connection. If you do not check this box, other Windows users on this computer will not have access to the network.

It would be a good idea to uncheck the “IP version 6 (TCP/IPv6)” protocol in the settings - this often helps:

  1. Go to “Start”, open “Control Panel”.
  2. Go to section Network and Internet -> Network connections.
  3. Right-click on the high-speed connection and go to “Properties”.
  4. Open tab Net and uncheck the box IP version 6 (TCP/IPv6).

Resetting settings and creating a new connection are only relevant for direct connection via wire. When connecting via a modem or router via Wi-Fi, you need to configure the equipment (modem/router), not the connection.
