While with an analog signal, programs burst into our television space regardless of our desire. But digital information will no longer go directly to the screen; it can be accumulated on external media, home media servers, similar to how unnecessary advertising brochures accumulate in mailbox before going into the trash bin. This technical innovation will revolutionize the television world, because the hitherto resigned viewer will turn into a customer who is always right.

Very often, after describing the wonderful horizons that the next technical innovation opens up, there follows a sad admission that Russia, they say, due to its blindness and denseness, will not see these horizons. But we don’t seem to have much reason to be particularly sad about digital television. Back in 1998, the “Concept for the introduction of terrestrial digital broadcasting in the Russian Federation” was adopted. According to this concept, by 2015 all Russian television transmitters and receivers will operate only in digital mode. In 2004, the Russian government adopted a decree “On the introduction of digital television and sound broadcasting in the Russian Federation.” Russia regularly participates in meetings of the International Telecommunication Union, where problems of digital TV are discussed. Russia is the fifth country in the world where digital TV has started working commercially. Such networks have been operating for several years in St. Petersburg (34 channels) and in Moscow, where 6 channels are broadcast on mobile receivers that can be installed in a car or carried with you. Several million will be produced in 2004-2005 digital set-top boxes, which will be tested in Moscow for receiving cable channel programs from other Russian cities via fiber optic lines. Russia is a huge market for various equipment related to digital TV. These are not only the televisions themselves, but also studio and broadcast equipment, and communication satellites. And, of course, the advertiser. First of all, Russia needs to choose a digital broadcasting standard from three options: European DVB, American ATSC and Japanese ISDB. On the battlefield, each competitor brings out their best sides. In Europe, the digital television signal is seen as part of an overall intelligent device that controls all electronics, including fax, internet, and radio signals. Such capabilities have already been demonstrated by the BBC. In the US, the focus is on a reliable high-definition signal. The signal quality is so high that the frequency band cannot accommodate other services. Japan, as always and everywhere, is trying to combine the best aspects of the two projects, although ISDB is still closer to the flexible European DVB.

As for the frequencies on which Russian digital TV will operate, there are two possible options. The first is use GSM frequencies in the 800 MHz band, which the military abandoned several years ago. But it is in this range that the search for additional frequency resources for analogue broadcasting is underway. The second option is traditional UHF broadcast channels. This is exactly the path they took in England, where digital channels located between analogue ones.
