Why is this necessary?

However, there is one subtlety here. The operator can unilaterally terminate the contract only if there are no funds in the subscriber’s personal account. A reasonable question arises: what to do with phone numbers that have money on their balance, but clients have not used communication services for a long time? Operators cannot accumulate them, because this brings losses.
This is where an extravagant solution was found. Subscribers with a positive balance who had not used communication services for a long time began to be switched to a tariff with a subscription fee. As soon as the money in the account ran out, the operator calmly launched the contract termination mechanism and sold the number to a new client.

What to do?
