I think many DJI users are concerned about the problem of flight bans in some parts of our country and not only our country. Moreover, very interesting objects often fall into the no-fly zone - churches, architectural monuments, parks, etc., which are simply located next to completely uninteresting ones - such as stadiums and airports.

A story from my own experience: immediately after the New Year I went to the glorious city of Voronezh. Despite the cold, in which you can’t fly, I still flew. And then I came across something interesting - the locals know it - the “Accordion House”, not a particularly remarkable Soviet-era building when viewed from the outside, but promising when viewed from above. And so, inspired by my ideas about the shapes of a building when viewed from above, I quickly take out the copter, standing between two buildings 4-5 floors high, quickly prepare it for flight at -22C, taking the warm battery out of the car, without calibrating the compass, I quickly take off, without waiting for the copter will see the satellites and remember the point of home and begin the ascent. All of the above is the apotheosis of sloppiness. You shouldn't do that. I take off to 50 meters, approximately taking just a couple of frames along the way, and suddenly the copter understands where it is, having caught satellites - only 4, but this was enough, and reports that we are in the No Fly Zone. It starts blinking red and goes down. At the same time, it does not react at all to the right stick. The decline goes vertically downwards. At an altitude of 4-5 floors, the satellites disappear again, but the descent continues, while the copter begins to blow away from me - well into an open place - the center of the car circle. Here all I had to do was walk a couple of tens of meters and pick it up. The sensations are not pleasant, but some things have been removed, although not all.

So what am I talking about? When my location was found, the map also loaded, and this is what I saw:

I was on the very edge of the no-fly zone, in the center of which there was a stadium that I didn’t need for nothing. Also, later, the same no-fly zone prevented me from flying near the most beautiful temple. More precisely, I didn’t even try, because I didn’t want to experiment, especially in such cold weather.

And yes, what is all this for - the system developed jointly with the Airmap organization was announced quite a long time ago. It should make it possible to temporarily cancel the No Fly Zone for those who are authorized to fly in this area (or just really want to), in return providing information about themselves through verification telephone number or credit card. Until now, there has been no need for this in the Russian Federation, as the system does not yet work here.

Recently, rumors began to spread online about a complete ban on flights over Moscow, which for quite a long time was considered fiction and Photoshop. However, it's true. Although it is not yet possible for an ordinary user to run into this widespread ban. Many have seen this picture:

You can get this effect by installing beta firmware V01.07.0043 on Phantom 3 adv/pro or Inspire 1, as well as V01.04.00.63 on Inspire Pro. Plus you need to install it on Android smartphone beta version of the DJI Go application, after downloading APK file. Users installing the application via Play Market and firmware from the DJI update section will not see such a picture.

Getting this image inspired me to try the system in action. To check how everything works, go to the DJI.com website in the “Geo System” section, the link to which is currently located “in the basement” of the DJI website page. Next, you need to click on the “Advance Unlocking” link

The next step will be to choose the place where we want to fly. The Russian Federation is still completely, as I understand it, under a flight ban and there is not a single point to verify the cancellation. That's why we're going to the USA. There is something to experiment with there. In theory, red marks points where nothing can be canceled at all, orange points where by default you can’t fly, but you can cancel this ban, yellow - we fly with caution without authorization, green - we generally do what we want

So, having chosen a place

1 - click on the desired point
2 - its name appears at the bottom.
3 — enter the flight start date.
4 — enter the serial number.

There's a couple here interesting moments. First, permission is given for 2 days. And it expires on the 3rd day. It’s not yet clear to me what will happen if there is no Internet at the place of flight. In principle, you can give yourself permission to fly in advance. At the same time, turn on the program and smartphone so that everything is updated. Second important point- the serial number has nothing to do with the serial number of the copter - this serial number must be looked at in the program itself and it appears when the remote control and the copter are turned on. Maybe this is some kind of duplicate account serial number or something else. It is also not clear what will happen if several devices are linked to the account or are used different phones and tablets. We don't have a way to test this yet.

After everything is selected and entered, click on the “Submit” button and see the next window, where it is written how to behave and that if anything happens, they will come for you, as everything further is under your responsibility. Put two checkmarks and click “Proceed”.

The next step is choosing a method of identity verification - in my opinion - bank card that's it.

Enter all the necessary card details

And so! Activation confirmation!

And one more check - open the DJI Go application, go to information about yourself - then the item My Inlock NFZ Application and in the menu that opens - a list of allowed zones.

That's all. The system is working. Many questions remain, but for now this does not concern us, as the system is not yet operational in the Russian Federation. Now you can uninstall the application and flash it back to the official firmware.

ps. Everything described here is at your own peril and risk. Always follow safety standards, calibrate your compass and do not take off without satellites and before fixing the “home point”.

We welcome all readers who, in one way or another, show interest in the technical achievements of civil aviation! Currently, the topic of registration of purchased drones is becoming relevant - the registration of a quadcopter in 2019 is of particular interest.

How to register a quadcopter, are there any pitfalls and difficulties? Why and for what violations is administrative responsibility assigned? Which models are subject to mandatory registration drones in Russia, and which ones can do without it? What documents do you need to collect to register a drone? Which drone with camera must be registered to obtain permission to use and film in other countries? Where can you and can't fly under current legal restrictions?

We will look for answers to these and other questions in our material today. There is usually enough information on this topic on the Internet, but it is rarely presented in a comprehensive, structured version. We will try to fill this gap and cover this issue as comprehensively as possible.

Obviously, camera-equipped multicopters have made significant technological breakthroughs in recent years, which is certainly good from the point of view of scientific progress. However, there is another side to this coin - security measures. At first, even steam engines were perceived as hellish mechanisms. At one time it was proposed to flag people with red flags before starting cars for flight safety.

And after the incident with a multicopter near the White House, the US government became seriously concerned about the issue of mandatory registration of the copter. Very quickly its relevance reached other countries of the world, including the Russian Federation.

The documentary part of the Air Code of Russia is posted on the official website for the provision of legal information data.

In accordance with the amendments, UAVs are not subject to the mandatory state registration procedure, but a pilot license is required to launch such unmanned units. Permission to fly a quadcopter and to control it in certain locations must be issued by local government agencies.

You have the right to operate a UAV if you own drone models from the following brands:

  • Yuneec
  • DJI (Inspire, Mavic, Phantom 2,3,4)
  • + Similar modifications from other manufacturers

The procedure for state registration of quadcopters in Russia in 2019

  • State registration news (update): July 5, 2017 (law on quadcopters)

Starting from 07/05/17, every aerial, unmanned civil vehicle produced and imported into Russia weighing from 250 grams to
— 30 kg must be recorded in accordance with the procedure established by the government body of the Russian Federation. The specified registration procedure as of July 4, 2017 has not been accepted by the government body of the Russian Federation.

  • Update: August 18, 2017

As stated by the representative office of the Ministry of Transport, accounting of UAVs, organized in the required manner, will be submitted for approval to the government body on 11.17, after which an operator of the accounting system will be appointed. It should be Zashchita-Info-Trans FSUE. The proposed accounting procedure will be carried out within the framework of a unified state information system for ensuring transport safety. For identification, radio frequency tags operating within a 300 meter radius will be used.

The state registration law, which defines the rights to use copters, has collected a lot of negative feedback from people involved in photo and video production, in particular aerial video shooting using quads. At the beginning of July 2016, the President of the Russian Federation signed an amendment abolishing the mandatory registration procedure for drones whose mass does not reach 30 kg.

The Zashchita-Info-Trans representative office nominated new way register drones using RFID tags - they are attached to the device body and perform the function of a transponder.

Any operator of the reading device can read information about the copter from it at any time. Federal State Unitary Enterprise plans to make it possible to submit an application using the Internet, which will cost users up to 500 rubles.

Currently, there is no specific application form, and therefore owners of aircraft must provide technical data about their device along with the name of the modification, indication of the manufacturer, serial number and other registration parameters. After submitting an application for state registration, the drone will receive its own RFID tag, which will be installed on the device body. The owner will be given the appropriate documentation. The FSB will also need to register the device and coordinate everything accordingly.

Here is a complete list of documents regulating the piloting of multicopters:

  • Air Code Russian Federation
  • Criminal Code, Article 271.1 Federal Law
  • ACRF, Article 11.4 (Violation of the rules of operation of Russian airspace)
  • Rules for the operation of the airspace of the Russian Federation at the federal level

Update from 08/31/2019

Since September 2019, owners of ALL drones (even toys) weighing from 250 grams to 30 kg are required to register their UAVs within 10 days from the date of purchase.

Read our article: documents required for the provision of public services

All models must be registered, including those purchased abroad (an exception is only for foreigners coming for a short period of time). More nuances:

  • If your registered drone is stolen, you must report it to the Federal Air Transport Agency.
  • When registering, you must present: Photo of the drone, SNILS, passport, address, phone number, email. For legal entities - TIN and Registration Number.

Those who do not register will be fined 2-5,000 rubles for individuals for violating the rules for the use of airspace, 25-30,000 officials and 250-300,000 legal entities (or suspension of activities for 90 days).

Documents for flight permission

To obtain permits to operate your quad, you, as its owner, have to go through the following steps:

  • Fill out the appropriate application with the Federal Air Transport Agency, after consideration of which you will be issued a permit to film (the application may be rejected)
  • Before you start using the device, you need to provide government agencies with a route
  • A few hours before the start you will need to notify the dispatcher about the planned start
  • During takeoff and landing, each action must be agreed upon with the dispatcher

Difficulties of the registration process

Of course, any bureaucratic procedure causes certain difficulties. Registration of a quadcopter in Russia is no exception. First of all, you will need to be patient in completing the required documentation for piloting. Sometimes it would be a good idea to seek professional legal support.

A separate difficulty is the need to go through this procedure with the FSB. Here you need to provide the same data as during the state registration process. However, unlike the last option, you will not be able to register online. You will have to come to Moscow and visit the Federal Air Transport Agency.

Here you should already have a certificate for the drone in your hands. But it is essentially impossible to fulfill this requirement, since drones are not currently certified. One of the most unpleasant moments for Russian drone enthusiasts is the need to provide information about routes in advance.

Flight safety rules

  1. It is not advisable to fly in crowded areas. Improper operation can cause injury to others. It is best to carry out planning outside the city, in the safest conditions for the pilot and others
  1. You should not launch a multicopter over the area of a protected facility, including military bases and training grounds.
  2. Lifting the apparatus to a height of more than 150 meters is dangerous. Many modifications of drones are equipped with special software that limits the possible flight altitude and speed.

Where should you not fly a copter or drone?

Drone flying over protected private areas and large industrial buildings is also prohibited.

In the basic rules for using a copter and safety, a point is noted that talks about possible restrictions on flying areas in places where large numbers of people gather.

The use of such unmanned vehicles near high-voltage power lines is not permitted.

How to obtain permission to fly?

To obtain such a permit for a quadcopter in the Russian Federation, you will have to collect the following package of documents:

  • Airworthiness document
  • Access to VP operation
  • Certificate of legality of UAV control

As for access to shooting from a multicopter, obtaining it is mandatory. If it is not there, you are prohibited from filming. If you violate this clause, you may be given a fine of 3-50 thousand rubles. as punishment - legal consequences in currently, except for penalties, are not provided in this case.

Registration of drones in other countries

The aforementioned United States brought the issue of operating multicopters into the legal field much earlier than it was done in Russia. According to local laws, owners of civil aircraft weighing 0.50 - 55 pounds must obtain a permit.

According to the procedure, the applicant needs to send full contact information, including first and last name, as well as e-mail contacts. This information is entered into the database, after which the owner receives a personal number on his device. With this number, the applicant receives registration data in response email. Quads purchased in the future will be assigned to the received owner number. The procedure costs the applicant $5.

In Canada, they allow the launch of drones to a height of up to 90 meters, and in the European Union, restrictions on planning are not supported by uniform standards - each country has its own procedure.

First of all, we warn you that in the large cities of Moscow and St. Petersburg a network of jammers is being systematically installed, where you have flown before, the situation on the air may change at any moment. It is better not to fly in the city center at all, check the location of the intended flight on the map of prohibited areas http://fpln.ru and on the map http://wikimapia.org

This algorithm will only reduce the likelihood of not losing the drone in the interference zone!

1. If there is a tracker/beacon, activate it. And don’t forget to put your phone number in a visible place on the drone.
2. Set the correct return altitude above the highest point in the flight area
3. We exhibit RTH mode Landing
4. We take off strictly above ourselves and carefully look at all the warnings on the screen. If we plan to fly at an altitude of 50 meters, we fly up 2 times higher for reconnaissance, then descend.
5. If there are no warnings, then switch RTH to return-to-home. We use the hover mode only where there is a chance of flying behind some very tall building or tower (TV tower, skyscraper, etc.) and where there is no chance of jamming the GPS signal.
6. If at a certain altitude a wave of warnings about magnetic interference begins, automatic transition to atti, and the ru signal disappears - we land immediately.
7. We fly strictly within line of sight, constantly monitoring messages and warnings.
8. If messages appear far enough away, the first thing we do is descend to the lowest possible altitude and fly towards the Home point. We carefully look at the messages and quality of the ru. Sometimes it’s better to hover, set the rth hover and approach the drone yourself, rather than fly into the danger zone again.
9. In large cities, we do not use the RTH button; we bring the drone to the Home point only manually, using the map, using landmarks.
10. We never go on flights with a discharged remote control or smartphone.

In any danger, we run after the drone, we are not shy.

On windy days and in especially stormy places, we carry out preliminary reconnaissance of the wind speed and direction at the working altitude:
— flew up above ourselves to a working altitude, hovered for 5-10 seconds, and landed. Synced with paid account on airdata.com and got an accurate picture of what is happening.”

P.s. Colleagues of our forum are trying to draw up a map of dangerous zones on their own. We have no desire to go against the special services and fly to spite someone. All the problems for a copter operator in a large city are due to ignorance of where strategic objects are among the houses, and from a craving for beauty, for architecture, for a bird’s eye view of this beauty...

Pps As a nonsense: if you still really need to take a photo on Instagram, but somewhere nearby there is a jammer that sometimes works, but doesn’t, you can take the risk of flying up, having first tied the drone to the fishing line of a spinning rod. And be sure to hang a weight on the fishing line, about a meter and a half from the drone :)
