MegaFon introduces new rules for charging subscription fees from inactive SIM cards with a positive balance. Starting from December 25, 2015, the operator will withdraw 15 rubles per day from the accounts of subscribers who have not used communication services in the last 45 days. The Internet project “Be Mobile” decided to find out what rules apply to other operators and how to act for people who use communication services irregularly.
Last news from MegaFon about revising the tariffs for inactive SIM cards with a positive balance excited the Internet. But few people noted that similar principles of “eliminating” silent people are used by all operators without exception mobile communications.
Why is this necessary?
id="sub0">Gone are the days of the unrestrained race for subscribers at any cost. Nowadays, operators pay great attention to financial indicators, such as profitability per client and the volume of consumed communication services. Fluctuations in exchange rates, loans and the need to invest in the development of networks - all this forces market players to optimize their costs. “Dead souls”, they are also “silent”, as you understand, do not improve the statistics of average revenue per client. The result is dissatisfaction of shareholders, less favorable terms on bank loans, etc.
In addition, for each phone number the operator pays money to the state. The rent is a fixed amount. It is charged regardless of whether the number is used or not. Also, the number of numbers affects the cost of network equipment. The fee depends on the number of users served. For example, the more subscribers, the more expensive the billing license. The above facts indicate that it is beneficial for the operator that all numbers are constantly in use, and there are as few inactive SIM cards as possible.
To this end, all cellular companies have implemented a plan for removing numbers from active circulation depending on the period of inactivity. For some operators it is 45 days, for others - 60, for others - 120 days. “Inactivity” in this case means non-use of the SIM card and the absence of any debits from the personal account. As soon as the period of inactivity exceeds a certain limit, the SIM card is blocked and the contract is terminated unilaterally.
However, there is one subtlety here. The operator can unilaterally terminate the contract only if there are no funds in the subscriber’s personal account. A reasonable question arises: what to do with phone numbers that have money on their balance, but clients have not used communication services for a long time? Operators cannot accumulate them, because this brings losses.
This is where an extravagant solution was found. Subscribers with a positive balance who had not used communication services for a long time began to switch to a tariff with subscription fee. As soon as the money in the account ran out, the operator calmly launched the contract termination mechanism and sold the number to a new client.

This will extend the service life of the number for the next period. Otherwise, if the balance is positive, all money will first be debited, then the number will be disconnected, and the contract will be terminated.
