New procedure for the provision of public services
Dear applicants, we draw your attention to the fact that in connection with the entry into force on October 1, 2011 of the Federal Law of July 27, 2010 No. 210-FZ “On the organization of the provision of state and municipal services”, the procedure for the applicant to provide documents required for receiving government services.
According to Part 2 of Article 7 of the said Federal Law, territorial bodies and the central office of Rostechnadzor, from October 1, 2011, have no right to require the applicant to submit documents and information that are at the disposal of bodies providing public services, bodies providing municipal services, other government bodies, bodies local government or organizations subordinate to state bodies or local government bodies involved in the provision of state and municipal services.
Based on the above following documents and information is requested by Rostechnadzor through the system of interdepartmental electronic interaction or otherwise on paper from departments that provide information.
Government services may be provided electronically.
State service for receiving and recording notifications about the start of implementation by legal entities and individual entrepreneurs of certain types of work and services according to the list approved by the Government Russian Federation can be provided by authorized Multifunctional Centers, in accordance with the Agreement on interaction between the Central Directorate of Rostechnadzor and the State Treasury Institution of the Moscow Region "Moscow Regional Multifunctional Center for the Provision of State and Municipal Services".
Responsibility of civil servants for the completeness and quality of provision of public services
Article 5.63. Code of the Russian Federation on Administrative Offenses “Violation of the legislation on the organization of the provision of state and municipal services”
1. Violation by an official of a federal executive body or a state extra-budgetary fund of the Russian Federation or an employee of a multifunctional center for the provision of state and municipal services of the procedure for the provision of a public service provided by a federal executive body or a state extra-budgetary fund of the Russian Federation, resulting in the failure to provide a public service to the applicant or the provision of a public service services to the applicant in violation of the established deadlines, except for the cases provided for in Part 2 of this article, if these actions (inaction) do not contain a criminal offense - entails the imposition of an administrative fine in the amount of three thousand to five thousand rubles.
2. The requirement by an official of a federal executive body or a state extra-budgetary fund of the Russian Federation or an employee of a multifunctional center for the provision of state and municipal services for the provision of public services provided by a federal executive body or a state extra-budgetary fund of the Russian Federation, documents and (or) fees, is not provided for by federal laws and other regulatory legal acts of the Russian Federation adopted in accordance with them, if these actions do not contain a criminal offense, entails the imposition of an administrative fine in the amount of five thousand to ten thousand rubles.
3. Violation by an official empowered to consider complaints about violation of the procedure for providing state or municipal services, the procedure or terms for consideration of a complaint, or the illegal refusal or evasion of the specified official from accepting it for consideration - shall entail the imposition of an administrative fine in the amount of twenty thousand to thirty thousand rubles.

Rostechnadzor is a federal executive body that carries out following functions: on the development and implementation of state policy and legal regulation in the established field of activity, as well as in the field of technological and nuclear supervision; on control and supervision in the field of safe conduct of work related to the use of subsoil, industrial safety, safety in the use of nuclear energy, safety of electrical and thermal installations and networks (except for household installations and networks), safety of hydraulic structures (except for shipping hydraulic structures), safety of production, storage and use of explosive materials for industrial use.
