Government Russian Federation decides:

1. Create a unified interdepartmental information and statistical system.

3. Establish that:

the operator of the unified interdepartmental information and statistical system is the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation;

The coordinator of the unified interdepartmental information and statistical system is the Federal State Statistics Service.

4. The Ministry of Telecom and Mass Communications of the Russian Federation shall ensure:

a) together with the Federal State Statistics Service, commissioning by January 1, 2011 of a unified interdepartmental information and statistical system and its further operation;

b) technological possibility inclusion by subjects of official statistical accounting of official statistical information in the official state information statistical resources included in the unified interdepartmental information and statistical system.

5. Subjects of official statistical accounting should include official statistical information in the official state information statistical resources included in the unified interdepartmental information and statistical system, in accordance with the federal statistical work plan.

6. Financial support expenses associated with the implementation of this resolution in 2010 are carried out within the limits of budgetary allocations for the fulfillment of existing expenditure obligations provided for Federal service state statistics and the Ministry of Communications and Mass Communications of the Russian Federation in the federal budget for 2010 for leadership and management in the field of established functions.

7. The Ministry of Finance of the Russian Federation and the Ministry of Economic Development of the Russian Federation, when preparing the draft federal law on the federal budget for 2011 and for the planning period, shall provide for the allocation of budgetary allocations:

2. 3. An interdepartmental system is created in order to provide access to government bodies, local government bodies, legal and individuals(hereinafter referred to as users of the interdepartmental system) to official statistical information, including metadata, generated in accordance with the federal statistical work plan.

4. Access to official statistical information included in the statistical resources included in the interdepartmental system is provided free of charge and on a non-discriminatory basis.

5. The interdepartmental system is intended for:

a) combining statistical resources, facilitating their effective use in making management decisions and forecasting;

b) providing users of the interdepartmental system with access to official statistical information in in electronic format;

c) ensuring the possibility of submitting official statistical information to state information systems.

6. The functioning of the interdepartmental system is based on the following principles:

a) relevance, accessibility and openness of official statistical information;

b) unity of formats and technologies for presenting official statistical information;

c) use of a unified methodology for the formation of metadata by subjects of official statistical accounting;

d) application of unified regulatory and reference information and all-Russian classifiers of technical, economic and social information;

e) unity of organizational and methodological support;

f) use of an electronic digital signature to ensure the reliability of information;

g) ensuring the possibility of integrating the interdepartmental system with other state information systems.

7. The interdepartmental system consists of software and hardware of the central and departmental segments and includes departmental statistical resources containing official statistical information generated by subjects of official statistical accounting, metadata, reference books, classifiers and other necessary information support.

8. The use of software and hardware tools of the central segment, using the infrastructure of the all-Russian state information center, ensures:

a) placement, updating and control of filling departmental statistical resources;

b) formation and maintenance of a database of official statistical information;

c) providing access to official statistical information;

d) the possibility of using an electronic digital signature;

e) integration with other government information systems.

9. The use of software and hardware tools of the departmental segment ensures the interaction of the subject of official statistical accounting with the software and hardware tools of the central segment in order to generate and update official statistical information in the departmental statistical resource of the interdepartmental system.

10. Participants in the interdepartmental system are:

a) coordinator of the interdepartmental system;

b) operator of the interdepartmental system;

c) subjects of official statistical accounting;

d) users of the interdepartmental system.

11. Interdepartmental system coordinator:

a) ensures the maintenance of a register of official statistics indicators to be included in the statistical resources included in the interdepartmental system;

b) monitors the placement and updating of official statistical information;

c) monitors compliance with the unified methodology for generating metadata;

d) monitors use current versions classifiers and reference books;

e) determines the procedure for posting and updating official statistical information;

f) interacts with the operator to ensure the functioning and development of the interdepartmental system;

The Federal State Statistics Service, within the framework of the Federal Target Program “Development of State Statistics of Russia in 2007-2011”, is carrying out a set of works to create a unified interdepartmental information and statistical system (EMISS). The state customer for the creation and implementation of the system is Rosinformtekhnologii.

EMISS is intended for:
- integration of information and statistical resources, facilitating their effective use;
- provision of public services for receiving official statistical information in electronic form;
- information support state information systems, incl. GAS "Management".

According to the Regulations on the EMISS, the participants of the EMISS are the Coordinator, the Operator, subjects of official statistical accounting and users.

EMISS Coordinator is Rosstat, which is responsible for ensuring:
- maintaining a register of official statistics indicators to be uploaded to EMISS;
- the procedure for posting and updating official statistical information in the EMISS;
- monitoring compliance with the unified methodology for generating EMISS metadata;
- control of the formation and updating of data and metadata;
- use of current versions of classifiers and reference books.

Operator EMISS
determined by Rosinformtekhnologii, which should ensure:
- technical support, operation, administration and development of EMISS software and hardware;
- compliance with EMISS security requirements;
- the possibility of using an electronic digital signature when providing official statistical information;
- provision of software and hardware tools free of charge to subjects of official statistical accounting.

Subjects of official statistical records are obliged to provide:
- submission to the EMISS Coordinator of a list of indicators generated in accordance with the federal statistical work plan for their inclusion in the register of official statistics indicators;
- formation, placement and timely updating of indicator metadata in EMISS;
- placement of reliable official statistical information in departmental statistical resources of EMISS in accordance with the federal plan of statistical work.

It should be noted that state information resources generated by subjects of official statistical accounting are currently stored in 49 departmental systems.

Departmental systems have different data models and formats, the formation of which uses departmental descriptions of parameters with varying degrees of detail and local directories.

The basic principles of the functioning of the EMISS were formulated back in 2007 in the EMISS Concept and implemented in design solutions in 2008-2009, these are:
- relevance, accessibility and openness of official statistical information;
- use of a unified methodology for the formation of metadata by subjects of official statistical accounting;
- unity of formats and technologies for providing official statistical information;
- application of unified regulatory and reference information and all-Russian classifiers of technical, economic and social information;
- unity of organizational and methodological support for the functioning of EMISS;
- ensuring the possibility of integration with other government information systems, including the State Automated System “Management”.

EMISS includes:
- EMISS software and hardware;
- integrated information resource, formed by departments in accordance with the federal statistical work plan;
- reference information and data.

XML format is used to post information in EMISS.

The advantage of the proposed technical solution is:
- division of areas of responsibility of the EMISS Operator and departments;
- optimization of the number of software and hardware necessary for departments to place statistical information in the EMISS;
- minimizing costs for Maintenance and administration of EMISS software and hardware;
- minimizing the costs of solving the problem of ensuring the protection of the EMISS and its information resources;
- minimizing costs for communication services during sampling necessary information from departmental segments of EMISS.

In 2010, Rosstat, together with other ministries and departments, carried out big job to ensure the information content of the EMISS by all subjects of official statistical accounting. As a result, an inventory of all indicators of official statistics was carried out, a consolidation and formation of a unified statistical array of indicators was carried out.

The EMISS indicators register includes more than 1,900 indicators. The indicator is a multidimensional matrix containing the values ​​of the Indicator in various sections: by observation period, by constituent entity of the Russian Federation, by type of economic activity, form of ownership, etc. In addition, each indicator has detailed description(meta-information), including methodological explanation of its origin and use.

In the past year, Rosstat actively collaborated with 49 ministries and departments, which are subjects of official statistical accounting and generate official statistical information, to review the received indicators to form a final list of them for loading into the UMISS.
In 2010, information was loaded into the EMISS by Rosstat in two stages.

At the first stage(until July 1, 2010) almost all indicators of official statistical information contained in the Central Statistical Database of Rosstat were loaded into EMISS (for reference: the CDSD is freely available on the official website of Rosstat). This is about 700 indicators. Thus, as of April 15, 2010, as part of the first stage of work, the load was 90%.

At the second stage(third - fourth quarters of 2010) the remaining 700 indicators contained in the operational databases were downloaded. This required the development of procedures for downloading indicators from operational databases containing both public and confidential information.

Since October 2010, Rosstat began to organize and control the loading of statistical indicators into the UMISS, formed by the subjects of official statistical accounting, and in November - to organize and control the information content of the values ​​of statistical indicators in the UMISS.

Rosstat has developed a unified methodological and organizational basis for maintaining a register of EMISS indicators.

In December 2010, Rosstat loaded statistical information into EMISS, including a regional breakdown, and implemented software, ensuring the execution of electronic services through the Unified Portal public services. Software implements the following functions:
- filling out an application for the provision of official statistical information using the thematic rubricator of statistical indicators;
- search for indicators in the thematic rubricator by their names;
- preparing and sending a response in MS Excel, MS Word, XML formats;
- visualization of information about the status of application processing;
- visualization of information about processed applications and the results of their execution.

In 2010, Rosstat, in accordance with the decision of the Government of the Russian Federation, ensured the provision of official statistical information upon user requests electronic.

Starting from the 3rd quarter of 2010, Rosstat has been providing this service in automatic mode. The applicant is given the opportunity, by going through the unified portal of public services (www.gosuslugi.ru) to the section “Economics, Finance, Statistics”, select the desired indicator from the rubricator, the desired breakdown of the indicator and indicate the box Email to get an answer. About 800 users receive this public service per month.

On January 1, 2011, a unified interdepartmental information and statistical system (EMISS) was put into operation, combining statistical indicators generated by ministries and departments - subjects of official statistical accounting as part of the implementation of the federal statistical work plan.
Medium-term measures for the period until 2012 are the prompt updating of the EMISS with statistical information generated by Rosstat within the framework of the Federal Statistical Work Plan, an increase in the list of indicators loaded into the EMISS and the provision of the state service “Providing official statistical information at the request of citizens and organizations” in electronic form in an automatic manner. mode.

EMISS is a state information system that provides state bodies, local governments and other users of EMISS with access to official statistical information via the Internet. The state statistics system is being modernized: disparate departmental statistical databases “living” on dozens of websites are being replaced by a unified interdepartmental information and statistical system (EMISS). For whom it is being created and how access to it will be organized, Deputy Head of the Federal State Statistics Service (Rosstat) Vyacheslav Zabelin tells in an interview with CNews.

CNews: What is the system of state statistics and who generates official statistical information in Russia? Rosstat?

Vyacheslav Zabelin: The state statistics system consists of information systems of federal government bodies that collect and process primary statistical and administrative data and generate official statistics according to a single methodology agreed with Rosstat.

The federal authorities involved in this work are called subjects of official statistical accounting. There are more than 60 of them and they all operate in accordance with the federal statistical work plan. Rosstat's task is to coordinate the development of the draft federal plan and submit it to the government for approval.

CNews: How do users gain access to official statistical information? Vyacheslav Zabelin: Official statistical information is published on the websites of subjects of official statistical registration on the Internet. It can be divided into two types.

The first type is information created in the form of an electronic document: these are annual and quarterly reports, for example, the quarterly report of Rosstat “The Social and Economic Situation of Russia”. These are also quarterly, monthly and weekly information, for example, “On the consumer price index”, “On the dynamics of gasoline prices”, “Employment and unemployment”, “On overdue debt on wages". They provide a verbal description of social, economic, demographic and other social processes in the Russian Federation, the dynamics of processes with the necessary detail. These electronic documents are not only posted on the official website, but also sent to the country's leadership.

The second type of information is structured data: spreadsheets, XML structures, SDMX structures containing the values ​​of statistical indicators in sections, for example, subjects of the Russian Federation, forms of ownership, observation periods, etc. In this form, information is generated from databases of subjects of official statistical records, which users access from the official website with the possibility of subsequent processing of selected data.

CNews: What is the fate of the Central Statistical Database (CSD) of Rosstat, access to which is closed from the Rosstat website?

Vyacheslav Zabelin: Central base Rosstat statistical data is one of the departmental databases; it was created back in the 90s. Despite its 20 years of age, the CDSD is supported by Rosstat and is updated. But its web component, also created in the last century, requires serious modernization so that it can be used on a modern hardware and software platform. Therefore, it is temporarily taken out of service. Authorized users can have authorized access to the CDSD operating on the Rosstat LAN. Currently, the CDBSD is used as the main source of official statistical information posted by Rosstat in the Unified Interdepartmental Information and Statistical System (EMISS).

CNews: That is, EMISS is a development of the CBSD?

Vyacheslav Zabelin: No. EMISS, created by government decree, must contain official statistical information not only from Rosstat, but also from all federal executive authorities. It was put into commercial operation in November 2011 and is available at fedstat.ru. The EMISS register includes 3,718 indicators, of which Rosstat accounts for 1,526 (41%), while the remaining 60 departments account for 2,192 indicators (59%).

The operator of EMISS is the Ministry of Telecom and Mass Communications of Russia, and the coordinator is Rosstat. We determine and control the procedure for posting and updating all official statistical information in the EMISS.

CNews: So, the EMISS should store information statistical resources of all departments? Why is such effort needed?

Vyacheslav Zabelin: Currently, the statistical resources of 60 departments are stored in databases of various architectures controlled by various DBMSs. In order to obtain the statistical information necessary for any state information system, it is necessary to make a request to each department separately. This situation must be corrected: state information systems must, with one request, receive official statistical information on the entire list of indicators they need.

Therefore, a unified interdepartmental information and statistical system was created. It is designed to combine statistical resources and provide information based on requests from users and other systems. One of such systems is the state automated system"Control". To fill it with information, a technological map of interdepartmental interaction has been created, containing 582 indicators of official statistical information from the EMISS register. This year the Ministry of Telecom and Mass Communications should develop, firstly, electronic service, which will implement requests from external information systems to EMISS and, secondly, the function of processing requests from external information systems for the presentation of statistical data from EMISS for a given list of indicators.

CNews: You talk about the needs of government information systems, but where are the interests of living users?

Vyacheslav Zabelin: Users can receive official statistical information from the EMISS in two ways: either through the EMISS portal or through the public services portal. In the 1st quarter of 2012, statistical information was provided through the government services portal for 6 thousand requests. Currently, the rule for users is: one request - one indicator. But it should be noted that the indicator can have many sections (by year, by constituent entity of the Russian Federation, etc.). That is, the result of a query is, generally speaking, not one number, but a rather complex spreadsheet.

CNews: Are you considering creating a single repository with open access to all official statistics published in Russia?

Vyacheslav Zabelin: All subjects of official statistical records post information on their websites. Another thing is that statistical activity is not their main task, and statistics are “drowning” in the rest of the information posted by the department on its website.

The question is about creating a subject navigator that provides access to all official statistical information generated by federal executive authorities. Rosstat is addressing this issue as part of the creation of its unified Internet portal. It will implement thematic navigation, subscription to news, a calendar for releasing statistical information, electronic versions paper collections; involved various ways data visualization: tables, charts, graphs, maps. Access to the databases will be free, as it is now.

One of the main features of the unified Internet portal of Rosstat is the personalization of the presentation of statistical data for various user groups and target audiences.

The unified Internet portal of Rosstat provides the following interactive services: a service for receiving and processing orders from the catalog of information services; generating and providing a list of all thematic data showcases that allow you to search, filter and navigate to list elements; resource popularity indicator service; surveys, web conferences, as well as services that make information accessible to people with disabilities and mobile users.

Vyacheslav Zabelin: The transition from the official Rosstat website to a single Internet portal is planned to be carried out in August of this year. It is currently running in test mode.

a) submit to the coordinator of the interdepartmental system a list of indicators generated in accordance with the federal statistical work plan for their inclusion in the register of official statistics indicators;

b) form, place and timely update metadata;

c) include official statistical information in the statistical resources included in the interdepartmental system and ensure the reliability of this information.

Citizens began to eat more meat, fish, bread, pasta and sugar

Last year, Russians began to eat more meat, fish, bread, pasta and sugar, the Ministry of Agriculture told Izvestia. The growth in consumption was influenced by the stability of prices for these products - during 2017 they did not increase due to the expansion of domestic production.

According to the Ministry of Agriculture, last year meat consumption increased by 500 g per person per year - to 74.5 kg. Russians began to eat more fish - by 300 g, up to 19.8 kg per year, bread and pasta - by 2 kg, up to 119 kg, sugar - by 400 g, up to 39.4 kg, vegetable oil - by 500 g, up to 14.2 kg.

Rusprodsoyuz explained that the increased demand for meat, fish, bread, sugar and butter was facilitated by an increase in their production. Thus, the output of meat products in 2017 exceeded 10.2 million tons (+4.8% compared to 2016). The head of the scientific direction of the Federal Research Center for Nutrition and Biotechnology, Alexander Baturin, told Izvestia that now the structure of food consumption is practically no different during holidays and ordinary days - this boundary has gradually disappeared. The Association of Industry Unions of the Russian Agro-Industrial Complex explained that the reason for the decrease in vegetable consumption was a slight increase in their prices.

Let us recall that according to official data, in 2017, 16.3 million tons of vegetables were grown, which is about 93% of the needs of the country’s population, and only 3 million tons of fruits and berries were collected, with a total need of 14.7 million tons .

From 2013 to 2015, Russian residents reduced their consumption of meat (by 2 kg per year per person), fish (by 5 kg), and sugar (by 1 kg). This was due to a drop in citizens' incomes. In an attempt to save money, people switched to cheaper products, but now the trend is gradually changing in the other direction.

By the end of the year, sunflower oil fell in price by 8%, to 100.16 rubles per 1 liter, pork - by 2%, to 255.87 rubles per 1 kg, chicken meat - by 8.4%, to 126.29 rubles per 1 kg.

Meanwhile, prices for fish and bread have not changed over 12 months: 1 kg of fish in December cost an average of 195 rubles, bread - 45.41 rubles.


The average retail price for Abkhaz tangerines in December will be 60 rubles/kg.

Consumer prices for sweet citrus fruits may fall by the New Year holidays. According to forecasts from the analytical department of the Fruit and Vegetable Union, on the eve of the holidays, tangerines will fall in price by 20%, and oranges by 15.5%. This is due, firstly, to the fact that the collection of these fruits begins in November. Secondly, suppliers traditionally increase purchases of these fruits by the end of the year due to growing demand. As noted by the Association of Retail Trade Companies (AKORT), in the last two months of the year, along with chocolate and champagne, tangerines are in greatest demand.

Average consumer prices for Abkhaz tangerines at the end of October amounted to 75 rubles/kg. On average, you need to pay 110 rubles for 1 kg of Moroccan and Turkish tangerines. Izvestia was told about this in the analytical department of the Fruit and Vegetable Union. At the same time, as experts predict, by December these fruits will fall in price by 20% compared to October.

Having analyzed prices on the market and how they change annually, I can say that in December all tangerines supplied to Russia will fall in price by about 20%. That is, for 1 kg of Abkhazian fruits, consumers will pay on average 60 rubles, and for 1 kg of Turkish and Moroccan fruits - 88 rubles,” said Kirill Lashin, head of the analytical department of the Fruit and Vegetable Union.

According to the expert, this is due to the fact that the citrus harvest begins only in November. In the period from November to January, active supplies of tangerines to Russia from abroad begin. In addition to Turkey, Morocco and Abkhazia, these fruits are also supplied to our country by South Africa and Azerbaijan.

Prices for oranges will also fall. If at the end of October, average consumer prices, according to EMISS, were 106.56 rubles, then in December 1 kg of these citrus fruits will cost consumers 90 rubles - 15.5% cheaper. And here the reason for the price decline is the same: harvesting and supplies from South Africa and Morocco, from where oranges are imported, occur precisely in November–January. It’s simple: it’s warm there during these three months and there are all the conditions for fruit ripening,” explained Kirill Lashin.

Interestingly, according to EMISS data, which Izvestia reviewed, in October of this year, average consumer prices for oranges are 5% lower than in October last year. They decreased from 112.07 rubles/kg to 106.56 rubles/kg.

According to the Federal Customs Service, deliveries of oranges for the entire 2016 amounted to about 452 thousand tons, and tangerines - about 300 thousand tons. According to forecasts of the Fruit and Vegetable Union, this year imports will remain approximately at last year’s level.

Retailers told Izvestia that it is during the period of main supplies of citrus fruits to Russia that demand for them grows.

In Russia, citrus fruits are grown in very small quantities in the south. At the same time, the country is interested in increasing supplies from abroad, in particular from Morocco. In October of this year, Minister of Agriculture Alexander Tkachev visited this kingdom, where he announced that Russia intends to expand cooperation. In particular, Moscow is ready to increase the volume of imported fruits and vegetables (including citrus fruits), the production of which is not available in the Russian Federation.

First Deputy Governor Alexander Belyaev emphasized that the region has reached new level in the processing of agricultural products: “New enterprises are opening that are capable of processing up to 1000 tons of tomatoes per day, 240 tons of zucchini and pumpkin, about 200 tons of carrots - this allows farmers to intensively engage in the production of vegetables.”

This year, the volume of processing of agricultural products increased to 315 thousand tons. Just three years ago, this figure was five times less - 70 thousand tons. It is worth noting that the number of investment projects in the agro-industrial complex has grown from 54 to 354 over three years, Advis.ru reports.

Agricultural producers in Dagestan have completed harvesting vegetables.

Vegetables were harvested from an area of ​​42 thousand 177 hectares. The gross harvest with a yield of 417 centners per hectare amounted to 1 million 758 thousand 985 tons.

Producers note that such a noticeable increase in imports was facilitated by the late ripening of tubers, which is why the harvest was delayed by almost a month. According to them, this will not lead to a surge in prices. However, according to the Unified Interdepartmental Information and Statistical System (EMISS), in September this year the average consumer price for potatoes is 7.5% higher than a year ago, Izvestia writes.

“The market has become saturated with a large volume of products, competition has intensified, and this has played into the hands of consumers,” says Sergei Korolev, president of the National Fruit and Vegetable Union.

The industry union also expects a quick decline in prices for stone fruits - peaches, apricots and plums. In the meantime, supplies of these fruits from Turkey to Russia have not begun, since the new harvest has not yet matured.
