Intel-linux-graphics-installer does not work out of the box. Any suggestions to add to initial installation would be useful.

Intel-linux-graphics-installer is not a ppa, although it is similar. Intel-linux-graphics-installer installs via https and automatically updates and upgrades the GPU to the latest graphics stack available through the open source project source code Intel, which is not published by Intel but approved by Intel.

I need to develop OpenGL 4.3. I installed OpenGL Extensions Viewer and it shows me that I have OpenGL 2.1. I tried to update mine graphics drivers from "Driver Manager" under windows, but it tells me that I have the latest version. I also tried to update my processor driver but to no avail I get the same message that my driver is updated. So my questions are:

1. How can I update my OpenGL version?

2. If it is not possible to update the OpenGL version, is it possible to develop OpenGL 4.3 even if my laptop does not support this latest version?

Any suggestions or solutions would be welcome. Thank you

You will need an OpenGL floating point implementation of GL 4.3. If your GPU is in principle compatible with GL 4.3, it is sufficient to use the latest drivers from the GPU vendor. Unfortunately, currently only nividia offers GL 4.3 (and even 4.4 as beta) compatible drivers, but the latest AMD drivers support many 4.3 features using extensions. I don't know the OpenGL 4.3 software rasterizer, so to run OpenGL 4.3 you will need a 4.3 compatible GPU from AMD or NVIDIA. You're probably on some kind of integrated Intel chipset, so you won't see 4.3 soon...

As far as I know, you will have to change your graphics card to a new one in order to take advantage of later versions of OpenGL (since your current card is quite far behind).

I don't think you can develop later versions unless you reverse-engineer your code and only use features from the OpenGL version supported by your laptop. If you're primarily working with OpenGL development (as opposed to making a game or something else), that will clearly defeat the purpose.

While the OpenGL specifications are written implementation-neutral (i.e., it doesn't matter how it is implemented), the authors of the OpenGL specification clearly target special-purpose hardware (such as GPUs). As of version 3, the major OpenGL version number is equivalent to functionality, i.e., the main feature on the implementation side. Or in other words: an OpenGL implementation implemented to the OpenGL-3 specification will not have OpenGL-4 capabilities (the disadvantages of the OTOH version may be within the capabilities of a given core set of implementation features, mostly cleaning up APIs or providing access to things that were already possible (and possibly accessible through extensions), but not formally specified in the kernel).
