On February 11, 2014, a seminar-meeting “Features of search work in 2014” was held in Moscow, organized by the Search Movement of Russia and the National Charitable Foundation.

The event was attended by representatives of search teams and associations from 27 regions of Russia, representatives of the Russian Ministry of Defense, Ministry of Internal Affairs, FSB, Russian Military Historical Society and DOSAAF.

Within the framework of the seminar, three round tables were held on various aspects of search activities.

The focus of attention of the participants of the first round table was the draft regulation developed by the Ministry of Defense “On the procedure for conducting search work in the territory of Russian Federation" is a key document establishing the rules for conducting field work for search parties.

In April 2013, the federal law " On perpetuating the memory of those killed in defense of the Fatherland"changes were made (Federal Law of the Russian Federation dated April 5, 2013 N 52-FZ). In accordance with them, search work was recognized as a form of perpetuating the memory of those killed in defense of the Fatherland. The same law determined that search work should be carried out and carry out in accordance with the procedure established by the authorized federal body - the Ministry of Defense of the Russian Federation.
Search engines took an active part in the discussion of various projects of this order - this issue was raised at All-Russian Conference“Improving the work to perpetuate the memory of those who died defending the Fatherland” in Tatarstan in June 2013, in the city of Rzhev during round tables as part of the ceremonial closing of the All-Russian event “Memory Watch - 2013”, on a public Internet platform. Then the document was prepared and launched for approval with law enforcement agencies.

According to A.L. Taranov, an expert at the Russian Ministry of Defense Directorate for the Perpetuation of Those Who Died in Defense of the Fatherland, the new provision does not introduce fundamentally new changes to the procedure for conducting search operations.

According to him, the Ministry of Defense, in accordance with the legislation on NGOs, does not have the right to regulate the work of public organizations, therefore it does not intend to strictly establish rules for conducting field work.

At the same time, search public organizations - "Search Movement of Russia", DOSAAF and the Russian Military Historical Society - are given the opportunity to independently develop the necessary rules, taking as a basis the document proposed by the Ministry of Defense. Moreover, RVIO is ready to accept the order of search work that the search movement will propose.

Representatives of the search movement were concerned about the advisory nature of the document developed by the Ministry of Defense and the practice of its application in the regions, especially on the eve of the opening of the new search season, when search engines have less and less time to obtain the necessary permits.

And about. The executive secretary of the Movement, E. Tsunaeva, suggested that the Ministry of Defense expert prepare a document for regional authorities that would explain the new regulations on the procedure for conducting search work, so that the 2014 search season could begin without misunderstandings.

A. Taranov said that working group No. 3 of the Pobeda ROC will take into account the wishes of the searchers, and also indicated that by the start of the search work of the new season, the procedure for conducting it will be approved by order of the Minister of Defense and registered with the Ministry of Justice in the established manner.

A successful example of interaction with local authorities was Karelia, where in the Loimalsky rural settlement it was possible to prescribe the procedure for conducting search work at the level of the head of the settlement. This experience will form the basis of methodological material for other regions, E. Tsunaeva said.

Summing up the results of the round table, E. Tsunaeva also noted the legislative initiative of the Ministry of Defense regarding the financing of NPOs. As A. Taranov previously reported, the ministry is preparing amendments that will make it possible to subsidize the activities of search organizations as socially oriented.

1.5. II.GOAL AND OBJECTIVES OF THE TEAM

The purpose of the detachment is to organize the participation of students in perpetuating the memory of those who died defending the Fatherland, and to instill in the younger generation a sense of patriotism based on the heroic examples of the past.

Tasks:

· search, recovery, reburial of the remains of dead and missing Soviet soldiers during the Great Patriotic War;

· organization of archival research work to establish and clarify information about Soviet soldiers killed during the Great Patriotic War, search for relatives of the dead;

· promoting the civil, military-patriotic and heroic-patriotic education of students through the organization and conduct of patriotic events.

III. STRUCTURE MANAGEMENT STRUCTURE

V. TEAM ACTIVITIES

To achieve the goal, the search party:

1. General Provisions

1.1. This Regulation was developed in pursuance of the provisions of the Law of the Krasnodar Territory of August 13, 1999 N 207-KZ “On perpetuating in the Krasnodar Territory the memory of those who died in defense of the Fatherland.”

1.2. Search work on the territory of the Krasnodar Territory is carried out in agreement with the Youth Policy Department of the Krasnodar Territory (hereinafter referred to as the department), as well as the relevant government bodies. It is carried out in areas of former battles, in archives, museums, and also by interviewing local residents, participants and witnesses of the events.

1.3. Field search work is carried out by search organizations registered in the prescribed manner, whose statutory documents provide for such work. Carrying out search work in places where military operations took place, as well as opening military graves on an amateur initiative, is prohibited.

1.4. It is prohibited to conduct field search work on the territory of cultural heritage sites. If it is necessary to carry out excavations and exhumation work within protected zones, zones regulating development and economic activity, zones of protected natural landscapes, the search organization carrying out the work, it is necessary to obtain preliminary approval of these works from the executive authority of the Krasnodar Territory, specially authorized in the field of conservation, use, popularization and state protection of cultural heritage objects. Coordination of field search work is carried out when carrying out measures to preserve cultural heritage sites. Conducting field search work within the boundaries of protection zones of cultural heritage sites is carried out under the supervision of a specialist archaeologist.

1.5. Search work on the territory of the Krasnodar Territory is carried out in order to identify unknown military graves and unburied remains, establish the names of those killed or the names of those missing in action while defending the Fatherland.

1.6. This Regulation has been developed taking into account special conditions field search work and determines the procedure for planning, supporting, coordinating, and conducting search work in the Krasnodar Territory, as well as the procedure for recording its results.

2. Basic forms of search work

2.1. The main forms of search work include:

studying documentation in military archives, museums and private collections containing information about places of hostilities and burials;

survey of the population and study of the area in the proposed locations of search expeditions;

identification of planned sanitary, combat and spontaneous military graves that are not recorded and not marked on the ground;

search at battlefields for the remains of military personnel and civilians who were not buried during the war years;

care of military graves and their improvement;

establishing the names of dead military personnel identified during search operations and searching for their relatives;

submission of information about dead military personnel identified during search operations to military authorities;

information activities among the population and media coverage of events to perpetuate the memory of soldiers who died defending the Fatherland.

3. Stages of search work

3.1. Conducting search work includes the following stages:

preliminary archival and documentary search work;

field search and reconnaissance work;

field search and exhumation work;

final archival and documentary search work;

carrying out activities for the reburial of remains found during search operations.

3.2. Preliminary archival and documentary search work is work to collect documents that supplement the available data on the possible existence in specific areas of the area of ​​unburied remains of those killed or missing in defense of the Fatherland or its interests in wars and military conflicts and unknown military graves.

3.3. Field search and reconnaissance work is the first stage of field search work to determine the immediate boundaries of areas with the possible presence of unburied remains and unknown burials.

3.4. Field search work is carried out in accordance with the methodology approved by the department.

3.5. The remains of dead soldiers discovered during field search work are temporarily preserved by search organizations until reburial in the prescribed manner (with military honors being given in a solemn atmosphere).

3.6. Field search and exhumation work is the second stage of field search work for the search and exhumation of unburied remains, as well as remains from unknown burials and their preservation until reburial. Upon completion of field search and exhumation work, no unburied remains should remain at the work site.

3.7. The final archival and documentary search work is work to determine the names of those killed or missing in defense of the Fatherland or its interests in wars and military conflicts, the remains of which were discovered during the search work, and notifying their relatives or making a joint decision with the search organization on impossibility of identifying the discovered remains.

3.8. All types of search work are organized and carried out in strict accordance with the legislation of the Russian Federation and the Krasnodar Territory in force in this area.

3.9. The search organization carries out preliminary approval of field search work at each site where it is carried out. In order to coordinate the conduct of field search work, the organization applies to the state government state-financed organization Krasnodar Territory, subordinate to the Department of Youth Policy of the Krasnodar Territory and authorized by it to carry out management functions for coordinating search work, activities to perpetuate the memory of soldiers who died in defense of the Fatherland, civic and patriotic education of youth and preparing them for military service (hereinafter referred to as the regional center), and receives the corresponding approval sheet - the route sheet. Coordination of field search work on each specific plot of land is carried out by the search organization independently in accordance with the norms of the current legislation on land work.

3.10. For each type of search work carried out, the executing organization submits a conclusion based on the results of the work carried out to the regional center.

3.11. Field search work must be immediately suspended by the contractor in the event of the discovery of objects of archaeological heritage or an object that has signs of a cultural heritage object, as well as bone remains that are not related to military burials and war graves. The organization conducting field search work is obliged to notify the executive authority of the Krasnodar Territory, specially authorized in the field of preservation, use, popularization and state protection of cultural heritage objects, about the discovered objects.

4. Planning search work

4.1. Search work in general in the Krasnodar Territory is carried out on the basis of annual plans for search work.

4.2. Annual plans for search work in the Krasnodar Territory are developed by the regional center based on proposals from search organizations, local governments, the regional military commissariat, public organizations of veterans of the Great Patriotic War, and other interested parties.

4.3. Proposals for inclusion in the annual plan of prospecting work in the Krasnodar Territory, submitted to the regional center, must contain the following information:

about the type of search work;

about the place and timing of search work;

on the availability of material, technical and personnel support;

estimate justification for the cost of their implementation.

4.4. Search organizations, as well as other interested bodies and organizations, submit annual plans for search work (by organization) for the next year to the regional center before November 15 of the current year. Received search plans are considered by the regional center within 15 days from the date of their registration.

4.5. Annual prospecting work plans received by the regional center are registered within 3 working days in the logbook for registering incoming documents.

4.6. Based on the results of consideration of the received annual plans for prospecting work, the regional center makes a decision to include or refuse to include the plan of an organization or other interested body in the annual plan of prospecting work for the Krasnodar Territory. The interested person is notified of the decision made by the regional center within 10 working days after the decision is made.

4.7. The basis for refusal to include the plan of the search organization, as well as the interested body, in the annual plan of search work in the Krasnodar Territory is the submission by the applicant of the information provided for in paragraph 4.3 of these Regulations, not in full. The annual plan for prospecting work in the Krasnodar Territory for the next year is drawn up by the regional center before December 10 of the current year.

4.8. When forming an annual plan for search work in the Krasnodar Territory, the regional center provides for emergency search work on its own initiative, as well as in the event of applications from interested authorities, individuals and organizations.

4.9. Emergency search work is carried out upon requests on contractual terms at the expense of legal entities and individuals interested in its implementation or at the expense of the regional budget provided for by the annual plan of search work in the Krasnodar Territory.

4.10. Local governments or other legal entities and individuals, before planning excavation work on the territory of former hostilities, have the right to apply to the regional center with an application to survey a certain area of ​​the area in order to identify possible unburied remains or unknown burials.

4.11. Received applications for emergency field search work are registered within three days from the date of receipt in the log of incoming documents. The decision on the implementation of the application and the source of its financing is made by the regional center within 10 working days based on the following criteria:

availability of funds provided for in the annual plan for prospecting work in the Krasnodar Territory;

availability of material, technical and personnel capabilities for search organizations to carry out this work.

4.12. When considering the above application, the regional center provides the applicant with a conclusion on the need to conduct field search work. If search work in a specified area is urgent, legal entities or individuals interested in carrying it out may enter into an agreement with the regional center to carry it out.

4.13. In order to implement the annual search work plan, the regional center enters into contracts with search organizations in the manner prescribed by law to carry out scheduled and unscheduled field search work, financed from the regional budget.

5. Providing search work

5.1. In order to ensure the dissemination of methods for conducting field search work, the department organizes seminars for search organizations in the Krasnodar Territory. Representatives of the executive body of state power of the region, the department and its divisions, the regional military commissariat, the regional center and representatives of search associations, as well as other interested bodies and organizations can participate in the seminars. During the seminar, searchers have practical skills and knowledge in the field of military archaeology, safety precautions for handling weapons and explosive objects from the Great Patriotic War period, which can be discovered during field search work, methods for conducting search work and ensuring their safety, attitude the number of search engines that have demonstrated the presence of the above knowledge and skills to the total number of members of the organization. At the end of the seminar, a final exam is conducted to test the assimilation of the knowledge and skills discussed during the seminar. Persons who complete the seminar are issued a certificate of completion of the seminar. The basis for refusal to issue a certificate of completion of the seminar is the failure of the declared participants to appear.

5.2. Search organizations operating in the Krasnodar Territory, interested in improving the quality of search work and introducing innovative search methods and techniques, have the right to take part in seminars by submitting lists of participants to the regional center.

5.3. In order to record search organizations operating in the territory of the Krasnodar Territory, the regional center maintains a register of public associations registered in the prescribed manner, engaged in search activities in the territory of the region, according to the statutory and registration documents submitted by them. Upon inclusion in the organization's register, a corresponding certificate is issued. Submission of applications for inclusion in the register is carried out on a voluntary basis.

5.4. The basis for refusal to include in the register is the discrepancy between the types of activities of the organization provided for by the statutory documents and the purposes of creating the register.

5.5. The grounds for exclusion from the register are:

systematic (more than 2 times) violation of the terms of contracts for prospecting work;

systematic submission by the search organization of low-quality planning and reporting documentation;

conducting field search work without proper approval.

Carrying out field search work without proper approval means carrying it out without drawing up the relevant documents (agreement, route sheet);

violation of the legislation of the Russian Federation and the Krasnodar Territory in the field of perpetuating the memory of those killed in defense of the Fatherland, established by the competent authorities.

5.6. Exclusion from the register is carried out by the regional center.

5.7. The issue of re-inclusion in the register is being considered by the regional center.

5.8. The repeated inclusion of an organization in the regional register and the repeated exclusion from it are carried out on the general grounds provided for by these Regulations (clauses 5.4 - 5.7).

5.9. Field search work is managed by specially trained searchers with experience in field search work.

5.10. The leader of the expedition to conduct field search work bears personal responsibility, established by current legislation, for:

fulfillment of the scope of field search work determined by the contract;

compliance with field search technology;

compliance with safety rules, sanitary-hygienic and environmental standards by search engines during field search work, as well as during the period of search engines’ stay in field conditions outside the production of work;

preparation of equipment, equipment, equipment, food, medicines and sanitary products necessary for field search work and provision of life in the field;

ensuring order when searchers move to the site of field search work and return to their permanent base;

selection and training of search engines to carry out the specified work;

ensuring labor protection, life, and health of participants in the search expedition;

high-quality selection of participants in the search expedition and inclusion in it of specialized specialists whose knowledge and skills may be required during its implementation;

organizing interaction between expedition participants and law enforcement agencies.

The leader determines for each searcher participating in the field expedition the volume, timing, area of ​​work, as well as the procedure for action in emergency situations and monitors their implementation.

5.11. Participants of the search expedition, if they have the appropriate documents (route sheet), identification of a member of the search organization, have the right to unhindered passage to the site of field search work; to complete and reliable information necessary for them to perform their duties; to be equipped and equipped in accordance with the technology of conducting field search work, to require all persons located in the search work area to comply with safety rules.

5.12. The regional center issues a route sheet to search organizations with which it has concluded an agreement to carry out search work at the expense of the regional budget, as well as to organizations that have submitted an application for concluding an agreement and issuing a route sheet (when carrying out search work at the expense of any other sources of funding).

5.13. The route sheet is a document confirming the approval of field search work, which is carried out in accordance with current legislation. Search organizations coordinate the route list independently before conducting field search work.

5.14. In order to obtain a route sheet, the search organization submits an appropriate application to the regional center, which must indicate:

planned territory, human resources;

timing of work;

archival justification for conducting field search work.

5.15. Information Support search work includes:

a single reference information base data on military operations, progress and results of search work in the Krasnodar Territory;

reference and information database on material, technical and financial security regional center and search organizations;

collection, synthesis and dissemination of experience in search work in the Krasnodar region and beyond;

promotion of search work.

5.16. The creation of a unified reference and information database is carried out by the regional center with the participation of search organizations, military commissariats and other organizations.

5.17. The regional center summarizes the results of the search work carried out in archives, museums, military commissariats, draws up maps and diagrams of battles, the progress of search work on the territory of the Krasnodar Territory, develops and orders programs for computer processing of the received materials, enters the results of search work into electronic means of information storage, provides generalized materials for search organizations, the regional military commissariat, the editorial board of the regional Book of Memory and other interested organizations.

5.18. In order to include the information available in the search organization into the generalized information database, these organizations submit information about the results of the search work carried out by them to the regional center. Information is presented in writing and on electronic media using maps, diagrams, graphs, and tables.

5.19. The collection, synthesis and dissemination of experience in search work in the region and beyond is carried out by the regional center. For this purpose, the regional center together with search organizations:

conducts conferences, seminars, meetings, methodological training sessions for search engines;

establishes connections with regional, interregional, all-Russian and international organizations carrying out search work, participates in events held by them;

publishes and replicates reference, information and methodological materials about search work and distributes them to search organizations.

5.20. Promotion of search work is carried out by the regional center together with search organizations, which for this purpose have the right:

publish materials about search work in the media;

produce videos, brochures, leaflets and other printed products in accordance with the established procedure;

5.21. Material and technical support for search work is carried out by search organizations independently or in accordance with current legislation through a department or through a regional center based on applications submitted by search organizations, taking into account the amount of funds allocated for search work.

5.22. Medical support for search work is aimed at creating conditions for preserving the health and performance of participants in search work and includes providing search expeditions with sanitary and medical equipment and medicines.

5.23. Medical and insurance support for field search work is provided by the search organization.

5.24. Financing of prospecting work on the territory of the Krasnodar Territory is carried out in accordance with the procedure established by law at the expense of federal and regional budgets, local budgets and extra-budgetary funds, as well as at the expense of interested legal entities and individuals on the basis of concluded agreements with search organizations for work actually performed in accordance with with properly completed documentation.

6.2. Upon completion of field search and reconnaissance work, the search organization prepares a report that includes the following documents:

description and location-specific plan of the site with the possible location of unburied remains and unknown burials;

conclusion of the search organization on the results of field search and reconnaissance work and on the expected volumes of field search and exhumation work.

6.3. Upon completion of the field search and exhumation work, the search organization prepares a report that includes the following documents:

an act on the completion of field search and exhumation work indicating the place of temporary burial of the discovered remains and a list of names identified during the search work;

exhumation protocols.

6.4. After the burial of the remains discovered during the search work, the search organization draws up an act on the burial of the remains of military personnel.

The act is drawn up in four copies: the first - for the search organization, the second - for local governments, the third - for the regional center, the fourth - for the military commissariat.

6.5. For all types of search work, the search organization may prepare other necessary documents.

6.6. Documents drawn up by the search organization after each stage of search work for each site in the region are drawn up in two copies: the first for the search organization, the second for the regional center.

Regulations on the procedure for conducting search work to perpetuate the memory of those killed defending the Fatherland on the territory of the Moscow region

1. These Regulations in accordance with the Law of the Russian Federation dated January 14, 1993 N 4292-1 “On perpetuating the memory of those killed in defense of the Fatherland” (hereinafter referred to as Law N 4292-1), Federal Law dated January 12, 1996 N 8-FZ “On burial and funeral business" (hereinafter - the Law on burial and funeral business), Decree of the President of the Russian Federation dated May 16, 1996 N 727 "On measures of state support for public associations working on the military-patriotic education of youth", the Procedure for organizing and conducting search work for public -state associations, public associations authorized to carry out such work, carried out in order to identify unknown military graves and unburied remains, establish the names of those killed and missing in action in defense of the Fatherland and perpetuate their memory, approved by order of the Minister of Defense of the Russian Federation dated November 19, 2014 N 845 (registered by the Ministry of Justice of the Russian Federation on 02/09/2015, registration N 35923) (hereinafter referred to as the Procedure for organizing and conducting search work), determines the main areas of activity of executive bodies of state power of the Moscow region, local governments of municipalities of the Moscow region and public associations for perpetuating memory those killed in defense of the Fatherland, as well as the procedure for conducting search work to perpetuate the memory of those killed in defense of the Fatherland (hereinafter referred to as search work) in the Moscow region.

2. Search work is carried out in order to identify unknown military graves and unburied remains, establish the names of those killed or the names of those missing in action in defense of the Fatherland and perpetuate their memory.

3. The central executive body of state power of the Moscow region, authorized to coordinate search activities on the territory of the Moscow region, is the Main Directorate of Social Communications of the Moscow Region (hereinafter referred to as the Main Directorate of Social Communications of the Moscow Region).

4. Coordinating activities to perpetuate the memory of those who died in defense of the Fatherland, the Main Directorate of Civil Defense of the Moscow Region interacts with the Ministry of Defense of the Russian Federation (hereinafter referred to as the Authorized Federal Body), the Ministry of Internal Affairs of the Russian Federation (hereinafter referred to as the Ministry of Internal Affairs of Russia) and local government bodies of municipalities of the Moscow Region (hereinafter referred to as - local government bodies).

5. Local government bodies in accordance with the legislation of the Russian Federation, the legislation of the Moscow region and municipal legal acts:

make a decision to conduct a survey of the territory of unregistered military graves by public associations, arrange them, register them or move them;

issue permission to a public association to conduct a survey of the territory;

coordinate the timing of search work carried out by public associations on the territory of the corresponding municipal formation of the Moscow Region in accordance with the plan approved by the Authorized Federal Body;

if it is discovered that search work is being carried out as an amateur initiative on the territory of the corresponding municipal formation of the Moscow Region, the Authorized Federal Body and the Ministry of Internal Affairs of Russia are immediately notified of the violation of Law No. 4292-1;

carry out measures to maintain order, improve, and also restore military graves, memorial structures and objects that perpetuate the memory of those killed in defense of the Fatherland that have fallen into disrepair;

take care of the burials of foreign military personnel on the territory of the Russian Federation within the framework of intergovernmental agreements;

create a reserve of space for new military burials;

ensure the burial of the found remains of soldiers in the manner established by Law N 4292-1 and the Law on Burial and Funeral Affairs;

agree on the resumption of search work upon completion of exhumation work;

are responsible for the maintenance of burial sites, equipment and design of graves and cemeteries of those killed in defense of the Fatherland;

ensure the safety of military graves and their accounting;

improve discovered previously unknown military graves after their examination, registration and registration with the participation of military units stationed in the relevant territories of the Moscow region;

sign acts on the conduct of prospecting work in the form in accordance with Appendix No. 7 to the Procedure for organizing and conducting prospecting work, and also exercise control over the transfer for storage of copies of acts on the conduct of prospecting work;

keep records of the search work carried out on the territory of the corresponding municipal formation of the Moscow region.

6. The public association notifies local government bodies about the upcoming search work by telephone, fax or e-mail(preliminary notification) fourteen days before the start of search work with the obligatory sending of a written confirmation addressed to the head of the relevant municipal formation of the Moscow region indicating the timing and place of its implementation, as well as a copy of the document confirming the approval of the search work by the Authorized Federal Body.

7. When conducting search work on the territory of the Moscow Region, public associations have the right:

carry out field search work provided for by the search work plan for the corresponding year, agreed upon by the Authorized Federal Body;

request and receive information necessary to carry out search work (except for cases where the required information is classified as information constituting state or other secrets protected by law);

conduct population surveys and study the terrain in the proposed locations for search work.

8. When conducting search work on the territory of the Moscow Region, public associations are obliged to:

take measures to ensure the safety of the search work and compliance with safety regulations;

not to seize or transport explosive objects from the place of their discovery, but to immediately report their discovery to the military authorities;

Upon completion of the work, carry out reclamation of the sites of all pits and excavations by backfilling with soil;

do not allow unauthorized persons into the field search area;

to assist in the suppression of search work on an amateur initiative, immediately informing the Russian Ministry of Internal Affairs and local government authorities when they are discovered;

draw up accounting and reporting documents according to forms in accordance with Appendices NN 2 -8 to the Procedure for organizing and conducting prospecting work.

9. Performers of excavation, construction or other work carried out on the territory of the Moscow region, in the event of the discovery of unburied remains of soldiers or unknown military graves, or weapons, documents and other property of the dead, are obliged to take measures for their safety and transfer what was found or report the find to local government bodies and (or) the Ministry of Internal Affairs of Russia or the military authorities at the place where the find was discovered.

10. Construction, excavation, road and other work, which may result in damage to military graves, is carried out only after agreement with local government bodies.

11. The burial (reburial) of the remains of the dead defenders of the Fatherland, discovered during field search work, is organized and carried out by local government bodies of municipalities of the Moscow region together with military authorities with military honors.

12. Public associations annually, before November 1 of the current year, submit in writing information about the results of the search work to the Main Directorate for the Construction of the Moscow Region by telephone, fax or e-mail, with the obligatory sending of written confirmation.

13. In order to assist the Main Directorate of Internal Affairs of the Moscow Region in the implementation of the authority to coordinate search work in the Moscow Region and in preparing proposals for improving the regulatory, legal and organizational-methodological framework for conducting search work, an advisory body is being created - the Coordination Council for the organization and conduct of search work work on the territory of the Moscow region (hereinafter referred to as the Coordination Council).

14. The composition of the Coordination Council and the regulations on it are approved by order of the Main Directorate of Internal Affairs of the Moscow Region.

15. Ensuring the activities of the Coordination Council is carried out by the State Administration of the Moscow Region within the limits of the funds provided by the State Administration of the Moscow Region in the budget of the Moscow Region for the corresponding financial year and planning period.

16. GUSK of the Moscow Region summarizes reports on the progress of search work in the Moscow Region, received from local governments and public associations. After summarizing the received messages, the Main Directorate for Information Policy of the Moscow Region prepares information covering the progress of the search work and transfers it to the Main Directorate for Information Policy of the Moscow Region for publication in the media.

      Regulations on the expedition of search teams Tyumen region“Memory Watch - 2013” ​​(hereinafter referred to as the regulation) was developed in accordance with the Law of the Russian Federation “On perpetuating the memory of those killed in defense of the Fatherland” dated January 14, 1993 No. 4292-1, Decree of the President of the Russian Federation dated January 22, 2006 No. 37 “ Issues of perpetuating the memory of those killed in defense of the Fatherland", by the Decree of the Government of the Russian Federation of July 11, 2005 No. 422 "On the state program "Patriotic education of citizens of the Russian Federation for 2011-2015", by the Law of the Tyumen Region of February 6, 1997 No. 72 "On youth policy in the Tyumen region", long-term target program"Main directions of development physical culture and sports, youth policy for 2011-2013.”

      The regulations determine the goals and objectives, the procedure for organizing and conducting the expedition of search teams of the Tyumen region “Memory Watch - 2013” ​​(hereinafter referred to as “Memory Watch”).

  1. Basic Concepts

The following concepts are used in this provision:

2.1. “Memory Watch” is a set of measures to carry out search work.

2.2. Search work is a form of perpetuating the memory of the defenders of the Fatherland, which involves organizing activities to identify unregistered military graves and military burial sites at the battlefields of the Great Patriotic War, discovering the unburied remains of those killed in defense of the Fatherland, their exhumation and burial, as well as establishing the names of the dead and missing missing in action while defending the Fatherland.

2.3. A search formation is a group of people (detachment) or other association of citizens carrying out activities to preserve and perpetuate the memory of the defenders of the Fatherland who died in the battles of the Great Patriotic War, the patriotic education of children and youth, through search work.
