The development of the treasury system, its increasing requirements and financial capabilities gives rise to both quantitative changes in the information environment - an increase in the volume of information processed, functions performed, and qualitative ones - an expansion of the functional range of tasks to be solved, a change in their nature, and the like. The variety and complexity of the tasks performed by the treasury authorities determined its orientation towards the use of modern automated information technologies in its activities.

Usage automated systems ensures the creation of a single information space, covering all areas and all participants in the budgetary sphere. The core of building a unified information space in the budgetary sphere is the complete automation of the budget execution process, which ensures the optimization of comprehensive budget accounting and financial control, and effective management of public financial resources.

The main purpose of the automated information system (AIS) of the treasury is to coordinate and ensure the interaction of treasury authorities of all levels with each other and with other participants in the budget process, their operational Information Support, automation of basic processes, organization of communication and data transmission systems.

The structure of the information and computing system of treasury authorities depends on a number of factors:

The nature of the functions performed and tasks to be solved;

Regulatory and instructional base;

Internal organizational structure and the like.

Each of these factors significantly affects the organization of the information and computer network of the treasury system.

To a certain extent, the organization of an automated information system of the Treasury of Ukraine and its territorial bodies, as well as data processing technology, is influenced by the structure of the treasury system, which includes three hierarchical levels: the first level is represented by the central apparatus of the Treasury, the second level houses the main treasury departments in the Autonomous Republic of Crimea, regions, the cities of Kiev and Sevastopol, on the third - treasury departments (branches) in cities, districts and districts in cities. Accordingly, the Treasury AIS has a hierarchical organization, in which centralized information processing and unified management of system resources on upper level combined with appropriate data processing at lower levels. This organization of an automated information system is called a centralized network.

Organization and functioning information systems Treasury significantly depends on the tasks and functions performed by the treasury authorities. The main activities of the treasury authorities are related to ensuring the cash execution of state and local budgets, servicing state trust funds and debt, and effective management of the state's financial resources. If in industrial enterprises the object of management is mainly material flows, then the activities of the treasury authorities are associated with the formation of cash flows and the processing of information about their availability and movement.

Consequently, the automation of main production at industrial enterprises represents the automation of material flows, and the creation of an automated information system in treasury bodies means automation information processes. This is explained by the fact that the basis of the activities of treasury bodies is working with information about the availability and movement of financial resources of the state. In addition, more than 90% of the total monetary turnover of transactions with budgetary funds and state trust funds is carried out in non-cash form. In treasury accounting, there are records of funds and transactions with them on appropriate media, that is, information that, under certain conditions, can materialize. Thus, the automation of “main production” in treasury bodies comes down to the automation of information processing, which is essentially the subject and product of labor not only of the relevant information systems, but also of the body as a whole.

In the process of servicing budget funds, the AIS of the treasury authorities reflects the real cash flows of income and expenses. Information on cash flows is reflected in treasury accounting and submitted to the relevant treasury authorities, as well as other participants in the budget process.

At the same time, information is being generated about the so-called Negro flows, such as: bringing and accounting for planned indicators of budget schedules and estimates budgetary institutions, acceptance and registration of obligations of managers and recipients of budget funds, generation and presentation of reports on the implementation of budgets, which exist only in the form of relevant reporting data on the implementation of budgets and normative and reference information.

Therefore, in automated treasury information systems, information related to the movement of cash and non-cash flows is generated separately. Reflection in the treasury information system of the specified information flows, their automated processing is a decisive factor in increasing the efficiency, analyticality and reliability of information about the state and movement of budget funds.

The current state of coverage by treasury functions, taking into account the information richness of the system, its multi-level hierarchical structure, functional complexity and the need to work in almost real time synchronously with the banking system, became possible thanks to the significant work carried out to automate information and computing processes.

Practice convinces us that the success of treasury bodies in fulfilling their functional powers largely depends on the reliable operation of the information system. The implementation and development of an automated information system for managing the budget process allows:
