VDI - ready desktop infrastructure in the cloud

The infrastructure of ready-made desktops in the cloud is divided into two types according to purpose:

  • Designed for ordinary office workers.

2. GIS TOR KND is created in order to ensure, through the use of information and communication technologies, the fulfillment of duties, the implementation of rights and interaction in electronic form when exercising state control (supervision), municipal control by officials of bodies authorized to exercise state control (supervision), municipal control (hereinafter referred to as state control (supervision) bodies, municipal control bodies).

3. The main task of creating a GIS TOR KND is to automate the processes:

a) application of a risk-based approach in the implementation of state control (supervision);

b) assessing the effectiveness and efficiency of state control (supervision), municipal control;

c) systematization and accounting of the requirements established by the Federal Law of December 26, 2008 No. 294-FZ “On the protection of the rights of legal entities and individual entrepreneurs in the exercise of state control (supervision) and municipal control”), other federal laws and adopted in accordance with them and other regulatory legal acts of the Russian Federation, laws and other regulatory legal acts of the constituent entities of the Russian Federation (hereinafter referred to as mandatory requirements);

c) information interaction between GIS TOR KND and government information systems carried out through a unified system of interdepartmental electronic interaction.

5. Participants of GIS TOR KND are:

GIS operator TOR KND;

GIS TOR KND coordinators in federal executive authorities, GIS TOR KND coordinators in the constituent entities of the Russian Federation (hereinafter referred to as GIS TOR KND coordinators);

Authorized persons of federal executive authorities, executive authorities of constituent entities of the Russian Federation for interaction with the operator of GIS TOR KND, coordinators of GIS TOR KND (hereinafter - authorized persons of GIS TOR KND);

Authorized officials of state control (supervision) bodies, municipal control bodies, other government bodies (hereinafter referred to as GIS TOR KND users).

6. The operator of the GIS TOR KND is the Ministry of Telecom and Mass Communications of the Russian Federation.

GIS TOR KND operator:

a) organizes the technical functioning of GIS TOR KND, develops the software and hardware of GIS TOR KND and the telecommunications infrastructure of GIS TOR KND;

b) determines the composition and structure of information to be placed in information resources GIS TOR KND, formation, maintenance and updating of classifiers and directories of GIS TOR KND in terms of information required to be entered into GIS TOR KND by all participants;

c) determines the order of methodological, informational and technical support participants of GIS TOR KND, the procedure for ensuring information security GIS TOR KND, the procedure for registration of participants and access to GIS TOR KND, the procedure for information interaction of GIS TOR KND with information systems, the procedure for checking GIS TOR KND according to controlled performance parameters and requirements of GIS TOR KND, the procedure for preparing and accepting agreements on the provision of GIS TOR KND services KND (hereinafter referred to as the procedures determined by the GIS TOR KND operator);

d) ensures the preparation and acceptance of agreements on the provision of GIS TOR KND services;

e) provides methodological, information and technical support to authorized persons of GIS TOR KND regarding the implementation and operation of GIS TOR KND;

f) ensures compliance with the information security requirements of GIS TOR KND, including the protection of personal data posted in GIS TOR KND;

g) ensures registration of authorized persons of GIS TOR KND, access of authorized persons of GIS TOR KND to GIS TOR KND in terms of assigning an identifier (code) to federal executive authorities, executive authorities of constituent entities of the Russian Federation, with the use of which their identification and authentication is carried out.

7. The coordinators of the GIS TOR KND are officials of the federal executive authorities, executive authorities of the constituent entities of the Russian Federation, whose powers to participate in the GIS TOR KND are secured by legal acts of the heads of the federal executive authorities, senior officials of the constituent entities of the Russian Federation (heads of the highest executive bodies of the state authorities of the constituent entities of the Russian Federation (hereinafter referred to as GIS TOR KND coordinators).

GIS TOR KND coordinators:

a) approve the composition of authorized persons of GIS TOR KND;

b) coordinate the activities of authorized persons of GIS TOR KND;

c) interact with the operator of GIS TOR KND on issues of ensuring access of authorized persons of GIS TOR KND to GIS TOR KND and providing information on the composition of authorized persons of GIS TOR KND.

8. Authorized persons of GIS TOR KND:

a) carry out the registration procedure for officials of state control (supervision) bodies, municipal control bodies in the GIS TOR KND;

b) provide officials of state control (supervision) bodies and municipal control bodies registered in the GIS TOR KND with automated workstations, means of encrypting the main data transmission channels, means of authorized access to the GIS TOR KND, including electronic signature, within the established maximum number of employees, as well as budgetary allocations provided for by this state control (supervision) body, municipal control body in the federal budget, budgets of constituent entities of the Russian Federation and local budget for the corresponding year and planning period for leadership and management in the field of established functions ;

c) provide technical support to officials of state control (supervision) bodies, municipal control bodies who are users of GIS TOR KND;

d) form requests to the technical support service provided by the GIS TOR KND operator;

e) provide system setup for the work of state control (supervision) bodies, municipal control bodies of a constituent entity of the Russian Federation, including setup of standard processes and information resources;

f) check the GIS TOR KND according to controlled performance parameters and the requirements of the GIS TOR KND;

g) carry out the formation of additional information resources of GIS TOR KND, their use within the framework of state control (supervision), municipal control;

h) determine the composition and structure of information to be placed in the information resources of GIS TOR KND, the formation, maintenance and updating of classifiers and directories of GIS TOR KND in terms of information used within the framework of the implementation of the powers of the relevant federal executive body, executive authority of a constituent entity of the Russian Federation, local government authority.

9. Authorized persons of state control (supervision) bodies, municipal control bodies of a constituent entity of the Russian Federation:

a) use GIS TOR KND on the basis of subparagraphs “a” - “k” of paragraph 10 of these Regulations in accordance with the procedures determined by the operator of GIS TOR KND.

10. The functions of GIS TOR KND are to provide:

a) maintaining a register of inspected subjects and objects, ensuring the possibility of entering into the register of inspected subjects and objects information about the risk categories and hazard classes assigned to the inspected persons, objects;

b) planning activities for the implementation of state control (supervision), municipal control, taking into account assigned risk categories, hazard classes (formation of draft annual plans for conducting scheduled inspections of legal entities (their branches, representative offices, separate structural divisions) and individual entrepreneurs (hereinafter - draft plans ) in an automated mode using information from the register of inspected subjects and objects, including information about assigned risk categories, hazard classes, intradepartmental approval of draft action plans for the implementation of state control (supervision), municipal control, transfer of draft action plans for the implementation of state control (supervision), municipal control into the federal state information system of the unified register of inspections (hereinafter referred to as FSIS ERP);

11. Hardware and software of GIS TOR KND provide:

b) the use of an enhanced qualified electronic signature or other electronic signature in cases established by the legislation of the Russian Federation when posting, changing or deleting information, as well as ensuring the possibility of verifying the electronic signature throughout the entire period of storage of information;

d) maintaining electronic logs of transactions performed using technical and software tools that allow for accounting of all actions for placing, changing and deleting information, recording exact time, content of changes and information about the persons who made the changes;

c) information interaction of the state information system with other state information systems, carried out through a unified system of interdepartmental electronic interaction;

d) formation, maintenance and updating of classifiers and reference books used in the state information system, carried out using the federal state information system "Unified System of Regulatory Reference Information".

5. Participants in the state information system are:

a) operator of the state information system - the Ministry of Communications and Mass Communications of the Russian Federation (hereinafter referred to as the operator);

b) coordinators of the state information system - persons filling positions of the federal state civil service, state civil service of the constituent entities of the Russian Federation or municipal service, who are appointed by the relevant acts of the federal executive authorities exercising functions of state control (supervision), the highest executive authorities of the constituent entities of the Russian Federation Federations or local governments (hereinafter referred to as coordinators);

6. The operator provides:

a) organizing the technical functioning of the state information system;

7. The operator states:

b) requirements for methodological, information and technical support, registration of participants in the state information system, as well as ensuring access to information resources of the state information system;

c) standard forms of interaction agreements concluded in the case provided for by these Regulations.

8. The powers of coordinators are approved within the framework of the rules for using the state information system and include:

a) list of authorized persons;

b) regulations and form of interaction between authorized persons and the operator, including on the issues of operating the state information system, providing the operator with information about authorized persons, ensuring access and determining the scope of access rights of authorized persons to information resources of the state information system;

c) regulations for coordinating the activities of authorized persons;
