This service allows you to get away from paperwork and significantly speed up the circulation of various documents - internal and external, which arrive at the Main Directorate. The process has begun, we expect to completely transfer the metropolitan police to EDS by the end of 2016. Moscow is the leader in document registration in in electronic format all around Russia. This is largely the merit of the Office of Records Management and Regime. There is a small team here; one might think that people spend 24 hours, day and night, registering documents. But that's not true electronic service made the work easier and helped save time. Although at first some employees took it hard. They said that they didn’t need it, everything was too complicated. Indeed, labor productivity decreased during the implementation of the service. Clerks dealt with the information system and studied. Today everything is fine-tuned in management. Moreover, UDiR employees themselves act as mentors and help colleagues from other departments switch to electronic document management.

By the way, our electronic document management system is integrated with the portals of the capital’s police headquarters and the Moscow government. Any citizen can go to the website, to the electronic reception, and leave their appeal to law enforcement agencies. This request is immediately and automatically sent to a specific department.

Ahead is a new three-year plan

- What other interesting things have been developed and implemented?


Big systematic work, with access to the federal level, was done to provide public services. We are already seeing its effectiveness. The number of public services provided by the Moscow police electronically is growing every year. Based on this service, departments of the State Traffic Safety Inspectorate and other services deployed an electronic queue, which significantly reduced the time it took to receive the population.

A breakthrough has been made in terms of fingerprint information. We have new service centralized fingerprint information system (TSIADIS-MVD). It allows you to check any person with one click of your finger. The operational search is carried out across a colossal array, where 72 million dactocarts are concentrated.

Successfully implemented in all territorial divisions of Pathfinder-M. This service is especially in demand among operational workers. The previous information retrieval system “Pathfinder” has changed dramatically. When we started working on the service, I was struck by this fact. District police departments did not have access to the Federal Migration Service databases. The police detained illegal migrants, but they could not “get through” their databases and confirm the illegality of their stay in the country. Now there is no problem. The new “Sledopyt-M” is integrated with the information systems of the GIAC of the Ministry of Internal Affairs of Russia in terms of searching for persons. Others are being introduced interesting services. It is difficult to list all the projects.

- The information technology program ends in December. What's next?

New three year old. The action plan for 2017-2019 is currently being discussed at the Main Directorate. The trends in the development of information technology are clear, we need to focus on them. Everything we wanted was built, key services were launched. The Metropolitan Police's information support system now has a new look. But we are not cemented, but rather developing. IN Information Systems Changes are made all the time, they are improved. We will continue to support Moscow’s status as a region with enormous innovative potential.
