The Foundation's mission is to identify the most promising and ambitious scientific projects, the most effective and efficient scientists who can rally a team of like-minded people around themselves, and educate a young generation of Russian researchers who carry out research at the highest global level.
The winners of the Foundation's competitions, provided they obtain results that are significant for world science, the Russian economy and society, receive a long-term prospect of conducting research with the necessary financial support.

Basic principles of the RSF activities

Publicity and openness

The Foundation is open to interaction with any Russian, international and foreign organizations, research teams and scientists who contribute to achieving the goals of the Foundation and the implementation of its mission. The Foundation informs scientists and the public about its plans, current activities and its results.

Competence

The Foundation distributes grants based on the opinions of highly qualified and competent experts - both Russian and foreign.

Compliance with state interests

The Foundation acts in the interests of the Russian Federation and is one of the instruments for implementing state policy in the field of science.

Independence

The Foundation operates within the framework of the legislation of the Russian Federation and the decisions of the Board of Trustees of the Foundation and has the right to independently perform the duties and exercise the rights granted to non-profit organizations.

Policy in the field of rights to the results of intellectual activity

Rights to the results of intellectual activity created during the implementation of programs and projects financed by the Foundation belong to the executors of these programs and projects. The Russian Federation may use for state needs the results of intellectual activity created during the implementation of programs and projects financed by the Foundation, under the terms of a free simple (non-exclusive) license granted by the copyright holder to the state customer, with the state customer paying remuneration to the author, authors of the results of intellectual activity.

The Foundation may conduct a competitive selection of fundamental and exploratory scientific projects aimed at solving specific problems within the framework of scientific priorities approved by the Foundation’s Board of Trustees, including those determined by the problems of socio-economic development of the country and society, while the projected result of the projects must be world-class and contribute significant contribution to solving key problems of these scientific priorities.

The Foundation, in accordance with the legislation of the Russian Federation, carries out international scientific cooperation, interacts with authorities and specialized organizations (funds) foreign countries in order to organize joint competitions to support international scientific teams performing fundamental and exploratory research.

Since 2015, the Foundation, in accordance with Decrees of the President of the Russian Federation dated June 18, 2015 No. 312 and September 28, 2015 No. 485, has been conducting an examination of applications for the Presidential Prize of the Russian Federation in the field of science and innovation for young scientists and the State Prize of the Russian Federation in Science and Technology.

Organization of competitions

The Foundation's competitions are public and are held in accordance with the civil legislation of the Russian Federation and the Procedure for the competitive selection of scientific, scientific and technical programs and projects submitted to the Russian Science Foundation competition approved by the Foundation's Board of Trustees.

Support for projects that become winners of competitions is provided by the Foundation regardless of the position held by the project leader, organizational and legal form, form of ownership and location of scientific organizations or educational organizations of higher education, with which the project leader and members of the scientific team have labor or civil legal relations , unless otherwise established by the tender documentation.

The conditions for the provision of financial support by the Foundation are the acceptance by applicants of obligations to publish the results of scientific research with reference to the financial support of the Foundation, as well as their consent to the publication of the main provisions of the competitive application and reporting materials during the implementation of the relevant project.

To carry out competitive and expert procedures, the Foundation's information and analytical system (IAS) is used, which ensures the submission of an application and all additional materials for the competition in remote access mode, as well as a similar mode of work of the Foundation's experts with applications.

Expertise

All applications admitted to the competition undergo examination in accordance with the Procedure for conducting examination of scientific and scientific-technical programs and projects submitted to the Foundation competition. Submission of applications for examination is carried out in accordance with the classifier codes for branches of science indicated by project managers in the applications.

Information about the content of applications and the examination is confidential. Members of the Foundation's expert councils, invited Foundation experts and Foundation employees do not have the right to disclose it. Any communication between them and applicants regarding the consideration and examination of applications is not permitted.

Project examination is multi-stage. At the first stage, it is carried out by the Foundation’s experts (several experts per application); in certain priority areas of the Foundation’s activities, foreign scientists can be involved in the examination.

The second stage of the examination consists of evaluating application materials by sections of the relevant expert council of the Foundation (if any) or individual members of the expert council of the Foundation on behalf of the chairman of this expert council of the Foundation. This assessment is carried out taking into account the results of the first stage of the examination. The results of the second stage of the examination are considered at a meeting of the relevant expert council of the Foundation.

The results of the competitions are approved by the Board of the Foundation upon the recommendation of the relevant expert council of the Foundation. For competitions coordinated with foreign partners, the opinion of the competent management body of the organization - the foreign partner - is taken into account.

The expert councils of the Russian Science Foundation are permanent advisory bodies and are created for the purpose of scientific, methodological, analytical and expert support for the activities of the Foundation related to the competitive selection of scientific, scientific and technical programs and projects, as well as monitoring the implementation of projects financed by the Foundation.

The Foundation has formed two expert councils: an expert council on scientific projects and an expert council on scientific programs. The expert council for scientific projects included 63 Russian scientists, and for scientific programs - 21 Russian scientists.

Specialists in the field of science and technology - experts from the Foundation - are additionally invited to participate in the work of the Foundation's expert councils. The Russian Science Foundation constantly recruits additional experts, establishing certain requirements for their qualifications. All proposals regarding the composition of the Foundation’s expert base are considered by expert councils.

The corps of experts involved in the work of expert councils includes more than 3,700 Russian and about 1,000 foreign scientists.

Unified state Information system accounting for research, development and technological work for civil purposes

In 2013, the Federal State Scientific Institution TsITiS completed the creation of the Unified State Information System for recording research, development and technological work for civil purposes (USISU R&D). The system was put into operation in January 2014 (order of the Ministry of Education and Science of Russia dated January 22, 2014 N 30). FGANU TsITiS by the mentioned order of the Ministry of Education and Science is determined by the organization responsible for technical support of the system.

The development of the system was based on scientific methods of systemic, comparative and logical analysis and expert assessments and the following methodological principles:

  • the fundamental importance of the legal extension of the principle of legal deposit of documents to unpublished sources for the sustainable development of the STI field;
  • implementation of system design methods through specific information technologies and supporting standards, instructions and tools, which ensure the execution of processes life cycle AIS;
  • optimized multi-user mode with a developed transaction processing system, which provides numerous users with the ability to work in parallel with the database;
  • the principle of multicomponents as the basis for creating a new generation of automated information systems, which consists in the possibility of their phased implementation and construction of heterogeneous and distributed networks;
  • classical search mechanisms based on various criteria in the system’s information resources;
  • constructing a conceptual image of a scientific document in an automated interactive mode in the form of keywords extracted from the text and the relationships between them, taking into account their statistical significance;
  • improvement of the system towards the introduction of modern computer methods and technologies artificial intelligence for the formation of means of linguistic support, structuring subject areas, implementation of procedures for semantic text analysis and contextual search using fuzzy search algorithms, development of anti-plagiarism methods and tools, automated extraction and cultivation of new knowledge and support for expert and analytical activities.

EGISU R&D allows you to organize and automate the activities provided for by federal Russian legislation (Federal Law of the Russian Federation dated December 29, 1994 No. 77-FZ “On Legal Deposit of Documents”, as amended on July 3, 2016) activities for the formation and provision of use of the national library and information collection Russian Federation regarding unpublished sources of scientific and technical information(reports on R&D, master's and doctoral dissertations). In terms of thematic coverage (all headings of the State NTI rubricator), territorial scale, the range of developed and implemented online network services and the completeness of the information resource, which is ensured by the legislative extension of the legal deposit principle to unpublished documents, the Unified State Information System of Research and Development has no analogues in the world.

The functionality of the system implies the automation of the functions provided for by the Decree of the Government of the Russian Federation (PP) dated April 12, 2013 No. 327. The composition of the EGISU R&D funds is a complete range of full-text information on the legal deposit of unpublished documents in accordance with the Federal Law of the Russian Federation dated December 29, 1994 No. 77-FZ. Based on the Regulations approved by PP No. 327, the EGISU NIKOTR system, in addition to uploading the above information about legal deposit, provides for uploading information about the results of intellectual activity obtained during the implementation of research, development and technological work for civil purposes (RID). The functionality of the system is constantly expanding with new services.

EGIS R&D allows you to track the entire life cycle of R&D, starting from a scientific idea, documented in the form of an R&D registration card, to the protectable result (product) of R&D obtained during the work, as well as in real time, track the stages of R&D and prepare statistical reports on any of collected parameters. The information fund of the system contains over 4.2 million documents. To a modern information technology platform in digital form a unique collection of results of scientific and technical activities (reports on R&D, master's and doctoral dissertations) was translated in the full range of research and development carried out in the Russian Federation. The unified federal database on the results of scientific and technical activities serves as the constantly updated information core of the Unified State Information System of Information Technology and Research and Development. During the reporting period, on average, more than 25.5 thousand R&D. Number of applicants full-text reports on R&D for 2013 – 2015 on average annually was over 13 thousand. The database of information providers contains more than 12 thousand organizations. The software and technological complex for preparing information publications is focused on the production of electronic publications according to 24 thematic episodes.

Federal information system of state scientific certification

FSANU CITiS provides support for the industrial operation and modernization of the Unified State Information System for monitoring the processes of certification of scientific and scientific-pedagogical personnel of the highest qualification of the Ministry of Education and Science of the Russian Federation (EGISM VAK). The system is designed to provide information and software support for the provision of public services and solve the following main tasks in the field of state scientific certification:

  • awarding academic degrees, conferring academic titles, deprivation, restoration of academic degrees and academic titles;
  • issuing, at the request of educational organizations of higher education, organizations of additional professional education and scientific organizations, permits to create dissertation councils on their basis, determining and changing the composition of these councils, determining lists of specialties for which these councils are granted the right to accept dissertations for defense;
  • recognition in the Russian Federation of academic degrees and academic titles received in a foreign country;
  • information support for the activities of the Higher Attestation Commission and the expert councils of the Higher Attestation Commission;
  • posting on the Internet information and telecommunications network information about dissertation councils, scientific advisers, scientific consultants, opponents and leading organizations, abstracts and full texts dissertations for the scientific degree of Candidate of Sciences, scientific degree of Doctor of Sciences, reviews of scientific supervisors, scientific consultants, official opponents, leading (opposing) organizations and other reviews received for dissertations and abstracts, appeals against decisions of dissertation councils on the issue of awarding an academic degree to a candidate Sciences, scientific degree of Doctor of Sciences. The placement of full texts of dissertations is carried out in accordance with the requirements of the civil legislation of the Russian Federation;
  • formation of a database of dissertations for the scientific degree of Candidate of Sciences, scientific degree of Doctor of Sciences.

The following methods were used to implement the system:

Unified information system for supporting the activities of the Ministry of Education and Science of the Russian Federation

FGANU CITiS in 2010-2012. developed and since 2013 has been developing the Unified Information System for supporting the activities of the Ministry of Education and Science of Russia (EIS). A toolkit for monitoring the condition of educational and scientific facilities at the federal, regional and municipal levels, educational organizations and scientific institutions of various forms of ownership and innovative business structures was developed. The UIS has become the integration and technological basis for the formation of a single information space education and science and is used by the Russian Ministry of Education and Science as a basic tool in solving problems of monitoring the state of the sphere of education and science in the Russian Federation.

Design principles and system-technical solutions for creating large-scale distributed systems have been developed using:

  • methods for optimizing distributed large systems;
  • methods of complete linguistic analysis and targeted information retrieval in distributed systems.

Currently, the UIS has organized more than 7,700 personal accounts (remote subscriber points) of various organizations, including federal and regional executive authorities, the main managers of federal budget funds, educational organizations of higher and professional education, scientific institutions and some other organizations. Federal segment of the unified interdepartmental student enrollment system

GIS "Contingent"- unified federal interdepartmental system accounting for the student population in basic educational programs and additional general education programs is developed in accordance with the action plan (“road map”), approved by Decree of the Government of the Russian Federation dated February 14, 2015 No. 236-r.

Types of activities (tasks) for which the System was created:

  • Ensuring uniform registration of students in higher education programs;

GIS “Contingent” is a combination of information about a child stored in various departments. It is planned to partially connect the information systems of other institutions: from the civil registry office systems it will receive information about the birth of a child, from the Federal Migration Service - about the place of registration and citizenship, from the Pension Fund - SNILS, from the student’s electronic diary, which each school still has its own - information about the student’s progress , from the university database - information about exams passed and courses taken. This will make it possible to no longer require documents from students and their parents confirming their right to receive benefits, will reduce the burden on teachers to fill out various reporting forms about students, which in the future will be able to be generated automatically, and will allow us to obtain prompt information about the needs in educational organizations, which is necessary for planning construction of new schools and kindergartens, and much more.

The creation of the GIS “Contingent” is a complex project that involves several federal ministries, as well as authorities of the constituent entities of the Russian Federation. The Ministry of Telecom and Mass Communications of Russia is generally responsible for the creation of the Contingent GIS. The Russian Ministry of Education and Science provides regulatory and methodological support for the project. The information system “Map of Russian Science” uses only publicly available data officially obtained from the following sources:

Target: creation of an automated information system for a state data bank on children left without parental care and a register of citizens wishing to accept children into their families.

Tasks:

The competition “Conducting fundamental scientific research and exploratory scientific research by newly created joint scientific laboratories and universities” involves projects of laboratories created by one or more Russian scientific organizations or educational institutions of higher education, or created after January 1 of the current year.
